Job Description


One of our government clients is looking for a Records & Risk Management Lead (ERM, Data Asset Inventory Exp./ Govt.)
Length: 2 Years contract, with high possibility extensions
Location: Toronto, ON - Hybrid (2 days in office)
Working hours: Monday to Friday, 8:30 a.m. to 5:00 p.m.

DESCRIPTION:
The client is responsible for a range of assessment initiatives, including the design, administration, scoring and reporting of comprehensive province-wide assessments. The agency also makes recommendations to the public and the Minister of Education on the quality, effectiveness, and improvement of elementary and secondary education in Ontario.

PURPOSE OF POSITION
To coordinate the Records Management, File Management Program and Enterprise Risk Management ensuring fulfillment of all applicable legislation, directives, policies, procedures, and guidelines.

KEY RESPONSIBILITIES
1. Records Management, File Management, and Inventory of Data Assets

  • Manages organization\'s records management activities including coordinating records\' life cycle in accordance with the
  • Ontario Archivist-approved Records Retention Schedule for the organization.
  • Develops organization\'s schedule of databases in coordination with organization\'s Information Technology team.
  • In collaboration with managers across the agency, determines/follows established retention schedules and conducts
  • periodic evaluations of records retention schedule across the agency and assists in developing improved records management practices and retention schedules.
  • Monitors and maintains the data assets inventory and provides reports to Senior Manager, ensuring fulfillment of legislation, directives, and policies.
  • Establishes and implement effective records management procedures and processes in alignment with OPS\' and organization\'s policies and directives.
  • Coordinates the implementation of a File Management System across the agency in alignment with organization\'s File
  • Management Plan, with legislation and OPS directives.
  • As assigned, undertakes/leads records management projects related to the development of process improvement policies and procedures aimed at improving service quality standards and performance measures
  • Maintains computerized inventory of organization\'s data assets in accordance with legislation and direction for the OPS, ensuring Open Government policies are followed.
2. Enterprise Risk Management (ERM)
  • Provides advice, guidance and recommendations to agency staff and senior management regarding all aspects of the ERM mandate including implications of program proposals and design, appropriate application of agency/OPS directives, policies, procedures, and guidelines, as well as resolution of risk control issues, and audit alignment.
  • Provides support to agency staff ensuring alignment with the ERM Mandate focused on business outcomes, consistency with common language, processes, and tools to enable risk comparison, and risk management capacity across agency business areas.
  • Provides advice and recommendations in the development of responses to identified enterprise/business process risks, recognizing costs/benefits, resource allocation and the organization\'s risk appetite.
  • Provides advice to management in the development and implementation of risk mitigation and control functions required to meet audit findings/requirements, and to meet corporate and industry standards.
  • Implements and maintain the ERM framework for the agency, including policies, guidelines and procedures to reflect agency-specific needs, in compliance with corporate/central agency directives.
  • Oversees ERM policies, tools, systems, and procedures that ensure mitigation, control and enhance the efficiency and effectiveness of the ministry\'s strategic/operations processes.
  • Acts as the primary contact on matters relating to the ERM function for the agency core business, ensuring processes and administration comply with Government and agency financial policies and standards.
  • Utilizes appropriate business and risk assessment and management and oversight methodologies (e.g. through the use of the OPS operations risk and control guide and tools) to monitor, evaluate, report risks to senior management, and identify risks ad adopt risk mitigation strategies.
  • Provides advice and recommendations in the assignment of ownership/responsibility for identified risks.
  • Oversees the implementation and maintenance of an agency enterprise risk management approach that incorporates review of strategic implications and operational risks in ministry decision-making processes.
  • Provides advice and maps agency business processes to identify activities, assess risk and identify required controls
  • Reviews documents, directives, legislation in relation to ERM, File Management, Records Management and Digital Assets Inventory to ensure compliance and to recommend best practices.

trategic objectives for governance and account ability , and considers factors such as stakeholder needs and interests, internal and external implications to agency, ministry and the larger Ontario government, imp lamentation issues, and immediate and long term impact s to the agency, the Ministry of Education and across the educational system.
  • Develops in-depth report s and analyses, and present s opt ions and recommendations to agency senior management for decision making purposes
STAKEHOLDER RELATIONS/ PARTNERSHIPS:
Consults and solicits from managers across the agency and Ministry of Education staff, to gather intelligence, obtain data, develop consensus, identify concerns and issues , and ensure consistency of policy approach, compliance with
government policy and governance frameworks, and integration with the overall education mandate.

ISSUE ANALYSIS / INFORMATION /ADVICE:
Provides advice, research and interpretation to senior management with respect to ERM, Record Management
and File Management

KNOWLEDGE OF AND SKILLS:
  • Records Management, Enterprise Risk Management, File Management and Pol i c y and program development principles and techniques and government legislative/decision making processes to undertake risk and records management analysis , that meet strategic Educational objectives in the province.
  • Relevant legislation, provincial and agency strategic direct ions pertaining to the Records Management, Fi le management , and ERM in the province, and related critical issues, to ensure that agency objectives and directions are considered .
  • Research principles/ techniques, quantitative/ qualitative methodologies, and project management techniques, to plan, design/conceptualize and lead/ organize research projects/studies.
  • Oral and written communications to respond to issues, provide recommendations, prepare reports, briefing materials and correspondence, to represent the Agency on working groups, and to promo t e pol icy initiatives to internal and external stakeholders .
  • Standard software programs and tools to research and prepare own materials.
Interpersonal / Influencing Skill:
  • Consultation and negotiation skills to develop key, stakeholders, linkages, and to gain support for agency policy and program initiatives from stakeholders.
  • Consensus building and medication skills to ensure that policy and program framework reflect coordinated input from all key players, and to mediate/resolve identified ERM, find management and record management issues with stakeholders.
  • Presentation and persuasion skills to provide advice and to explain recommendations.
  • Facilitation skills and diplomacy to communicate the agency policy/position on sensitive, political, issues to agency staff, and stakeholders.
Analytical and problem-solving skills:
  • Plan/design/undertake research studies to assess/evaluate issues and conceptualize/develop strategies, frameworks, operational guidelines.
  • Evaluate directions and trends, using multiple sources of information\'s, and other jurisdictional information to assess implications/impacts on agency business areas
  • Identify and evaluate the implications and impact of proposed policy changes implementation issues, and media man long term impacts of changes, and modify/make changes to mitigate identified potential risks.
  • Analyze competing interests of stakeholders and slash or develop solutions that integrate concerns.
  • Process and distill information from a range of sources, including research and scientific data, trends analysis, and independent research, to identify issues and discern salient points
