Halifax Regional Municipality is inviting applications for the permanent, full-time, position of Quartermaster in the Administration Division of Halifax Regional Police.

Reporting to the Inspector, Administration, the Quartermaster is a dynamic position with responsibility for the efficient management of police clothing and equipment. The incumbent performs all related 'stores' duties ensuring strict adherence to kit and equipment standards and safety procedures while maintaining a high level of customer service to Halifax Regional Police (HRP).



It is expected that the incumbent has a genuine appreciation and understanding of standards, protocol, discretion, and professionalism, can accept and assume responsibility, and can interpret and make common decisions in accordance with prescribed procedures and practices of Halifax Regional Police. The Quartermaster, by way of the Inspector, Administration is responsible and accountable for clothing and equipment contracts and the associated Requests for Proposals and Quotes; clothing and equipment inventory control and management. The Quartermaster supervises Stores Clerk and other support staff.



DUTIES AND RESPONSIBILITIES:

Ensures the security of all items under their control, using proper lock up procedures and correct inventory reporting. Ensures monitoring of equipment expiry dates and reorders as appropriate to ensure inventory levels are maintained. Receives and distributes all incoming packages including hazardous items. Responsible for making equipment deliveries. Organizes stores and maintains all safety standards. Ensures proper disposal of used kit and equipment surrendered to Stores. Maintains up to date knowledge of clothing/kit/equipment policies by conducting annual review of policies and standards ensuring to submit recommended updates. Maintains current ordering catalogue library. Outfits new and current members with uniforms, clothing, required supplies and equipment when hired, promoted, or transferred to another unit, ensuring entitled members are sized and issued with approved items. Maintains QM computer database including issuing transactions, inventory lists, etc.; responsible for ensuring the recording of controlled equipment such as Body Amour, flashlights, OC Spray, ASP Baton, handcuffs, medical supplies and bio-hazard kits. Makes minor repairs or adjustment to equipment. Prepares requisitions for submission to HRM Finance, for the acquisition of all required clothing and equipment while complying with procurement protocols. Provides guidance and procurement subject matter expertise to unit supervisors and supervisors of specialized sections. Assists in the development of specifications for Requests for Quotations/Tenders and Quotation/Tender evaluations, current kit, new items, and specialized requirements. In conjunction with Procurement Officers and HRM Finance, leads Requests for Quotes, Requests for Proposal, addresses contract issues, addresses expiring contracts. Participates on the Kit and Clothing Committee and OHS Committee. Supervises inventory performance measurements to ensure inventory planning and accountability includes, on-going review of stock, inventory fluctuations, purchase order turnaround, open/backorders, vendors lead times and vendors contract expiry. Coordinates the return of damaged or broken items for warranty replacement. Verifying entitlement of goods with the collective agreement. Maintains accurate and current member information in QM database. Responsible for the maintenance of accurate personnel records on issued uniforms and equipment for members. Reconciles incoming inventory with packing slips/invoices and purchase requisitions after receiving supplies. Forwarding verified packing slips/invoices to Finance. Conducts research to become knowledgeable of current/new products and special requests to provide information. Manages and maintains detailed specifications on clothing and equipment. Collaboration with outside policing agencies regarding vendors on matters of kit and clothing. Supporting uniform and equipment for all specialized units. Maintains an up-to-date list of all lockers, locks and combinations for all Police locker rooms in all three divisions.

RADIO RESPONSIBILITIES:

Ensures the security of all radio(s) and accessories by using proper lock up procedures and correct inventory reporting. Coordinates all radio repairs or replacements. Maintains the Master Radio Log - of repair services and ensures the equipment is returned to the corresponding division in a timely manner. Issue radios to members as directed ensuring all issued radios are signed out according to protocol.

May perform other duties as assigned



QUALIFICATIONS:



Education and Experience:

Completion of Grade 12 or equivalency. Certificate or Diploma in a related area, including but not limited to Office Administration, Business, Supply Chain Management Minimum 2 years' experience in stores and inventory control. Demonstrated knowledge of computer applications. Class 5 Nova Scotia Driver's license with acceptable driving record Minimum 1 years' experience in a management/supervisory role. Must have demonstrated leadership skills and experience supervising and managing employees.

Security Clearance Requirements:

Before an offer is made the top candidate will be required to complete the background & security clearance process. Please Note:

Testing may be conducted as a component of the selection process to assess technical and job specific knowledge. Candidates who are selected for testing may be tested in a group setting, scheduled at the employer's discretion.

HOURS OF WORK:

Hours of work are Monday - Friday, 8:30 a.m. - 4:30 p.m. (35 hours per week).



SALARY:

Level 4, Non-Union, $56,770 - $73,470 annually. Salary will be commensurate with education and years of applicable experience.



WORK LOCATION:

1975 Gottingen Street, Halifax. Work location can be changed according to operational requirements.
