SALARY RANGE: $66,616 to $88,819

JOB SUMMARY: REPORTING TO THE DIRECTOR OF FINANCE, THE PURCHASING MANAGER IS RESPONSIBLE FOR MANAGING THE PURCHASING TEAM AND FOR THE MANAGEMENT OF ALL PUBLIC TENDER PURCHASING RELATED ACTIVITIES. THE PURCHASING MANAGER ALSO PROVIDES SUPPORT TO THE COLLEGE STAKEHOLDERS IN PURCHASING MATTERS.

DUTIES AND RESPONSIBILITIES

GENERAL DUTIES:

  • Manages, directs, and supervises the purchasing staff.
  • Prepares reports and maintains records, as required such as SEAO, March\xc3\xa9 Public, MES, etc.
  • Manage all public tenders and support College personnel in other types of tenders such as by invitation and gr\xc3\xa9 \xc3\xa0 gr\xc3\xa9
  • Represents the department on certain College committees, project planning and coordination meetings.
  • Assists in the preparation and implementation of strategic objectives, annual priorities and departmental work plans
  • Performs other related tasks as may be assigned.
SPECIFIC DUTIES:
  • Prepares and publishes, in conformity with laws and regulations, submissions for public tender, and presides over the tendering process as required by regulations.
  • Ensure all legal provisions are included in public tender agreements and legal documents.
  • Negotiates and manages contracts in conjunction with directors with the goal of securing advantageous terms, conditions and costs.
  • Collaborates with College employees to obtain clarity, specifications and expectations related to purchasing.
  • Intervenes with suppliers or service providers to resolve problems related to delivery or legal obligations.
  • Acts as secretary on the selection committee for calls for tenders for the Conseil du tr\xc3\xa9sor.
  • Recommends public tender group Purchasing contracts where it is to the College\'s advantage.
  • Follows up with Project Managers to ensure necessary documents are obtained prior to release of payment(s) (ex., quittance & certificat de paiement).
  • Streamlines processes and procedures related to purchasing.
  • Ensures the Inventory ledger is accurate and updated.
EDUCATION:
Bachelor degree in a relevant field or equivalent experience

WORK EXPERIENCE
Minimum two (2) years of work experience in a related position. Experience in the public sector considered an asset.

SPECIFIC REQUIREMENTS
  • Strong organization and prioritization skills and ability to handle competing demands.
  • Excellent ability to coordinate simultaneous projects under pressure and produce materials by established deadlines.
  • Advanced communication skills in English and French
  • Intermediate computer skills (Word, Excel)
  • Ability to analyze complex situations
REQUIRED TESTS:

  • Word (intermediate)

  • French (Intermediate oral, written and comprehension)
  • English (Advanced oral, written and comprehension)
