Lambton County is a community dedicated to economic growth, environmental stewardship and an enhanced quality of life through the provision of responsive and efficient services and collaborative efforts with its municipal and community partners.Position SummaryReporting to the Construction Supervisor, the Public Works Technician shall coordinate and facilitate the asset management activities within the department including asset inventory, condition rating, remaining service life, valuation, and long term planning.Additionally, the Public Works Technician shall oversee and inspect the construction of all departmental capital projects utilizing contractors and consultants in a manner that ensures all activities are completed to the Countyxe2x80x99s requirements in an efficient and cost effective manner.Job Duties and ResponsibilitiesAsset Management:

  • Responsible for the coordination and facilitation of the asset management activities within the Public Works Department including: maintaining inventory of assets, data collection and condition rating of assets, calculating remaining service life, valuation of asset, long range planning, and reporting
  • Utilize computer software/database (Maximo, Riva, ESRI, etc.) to track department workflow including maintenance activities, capital improvements, inspections, payroll, complaints, service requests, etc.
Capital Construction:
  • Prepare tender documents including contracts, specifications, forms of tender, contract drawings, cost estimates and other contract administration functions including Federal, Provincial, or municipal agency approvals as applicable
  • Oversee and inspect the construction of all departmental capital projects, as assigned, including road construction and rehabilitation, bridge and culvert replacement and rehabilitation, roadway preventative maintenance projects, and waste management projects including the following activities:
  • Provide on-site project inspection and supervision including incorporating design changes as necessitated through construction ensuring that all work is constructed in accordance with the plans and specifications, industry standards, federal/provincial regulations, and to the Countyxe2x80x99s requirements;
  • Perform various project management/administration tasks for assigned projects including arranging preconstruction meetings, approval of payment certificates, change orders, quality assurance and quality control, record management, itemizing deficiencies, and recommending acceptance of the work;
  • Provide survey control (grade, alignment, etc.) for the project as required to ensure work is performed within acceptable tolerances and to established County standards;
  • Maintain good relations with all those affected by construction, including property owners, utility companies, municipalities, agencies and the general public
  • In the absence of the Construction Supervisor, assume responsibility for the Public Works Capital Program
Public Works Resource:
  • Ensure that all safety procedures are followed in department activities ensuring compliance with County policy and procedures, departmental procedures, the Occupational Health & Safety Act and applicable regulations
  • Work with the Construction Supervisor, Operations Manager - Roads and other Public Works staff to ensure co-operation and full utilization of resources such that projects are performed effectively and efficiently to specification. Such functions are likely to include project management, contract administration, supervision, inspection, survey, layout, etc. on contracted and non-contracted work
  • Work with the Construction Supervisor to review, approve and expedite all utility approvals and projects as well as road crossing permits
  • Prepare Consolidating By-Laws, Amending By-Laws, etc. in conjunction with the County Solicitor as required to assist in managing the department's infrastructure
  • Review entrance permits, sign permits, zoning amendments, minor variances, etc. to ensure appropriate County standards are met. Prepare reports and give approvals or recommendations as required
  • Respond to ratepayer complaints so that corrective action is taken if warranted, and if not warranted, explain the Countyxe2x80x99s position and relevant policy
  • Maintain technical library relative to the Public Works Departmentxe2x80x99s operational requirements such as asset management, roadway design standards and guidelines, alternate pavement rehabilitation strategies, waste management policies and practices, legislation, regulations, etc.
General:
  • Incumbents must keep up-to-date on all relevant legislation, collective bargaining agreements, County Policies and Procedures, etc. ensuring that these are implemented as prescribed
  • Incumbents must possess the physical ability to meet the duties and responsibilities of the job description and/or the requirements identified within the position's Physical Demands Analysis

  • Civil Engineering Technician and/or Community College diploma from an accredited post secondary school institution in a related field necessary to successfully fulfill the requirements of the position
  • Certification with OACETT and/or eligible for designation
Experience
  • A minimum of two (2) years of public or private sector public works experience relevant to the scope of service associated with the position including asset management and construction of municipal road infrastructure
  • Strong asset management, capital planning, contract administration, construction inspection, and project management skills
  • Demonstrated ability to use multiple office software products including Microsoft Office, Autodesk Land Desktop/Civil 3D, and ESRI software
  • Demonstrated oral, written, presentation, and communication skills
  • Must be competent within the meaning of the Occupational Health and Safety Act
A valid Ontario driverxe2x80x99s licence and use of a vehicle.
