Reporting to the Provincial Senior Director, Planning Performance and Evaluation, the Provincial Manager of Strategic Planning is a leader within the Quality and Learning Health Systems Department. Their primary focus is to lead the planning, implementation, and evaluation of NLHS\'s Strategic Planning process, including the development of the goals, objectives, indicators, and monitoring systems.The Manager will work collaboratively with NLHS leaders to create and provide leadership within a learning health and social system and will mobilize the necessary assistance to support the successful implementation and evaluation of its strategic plan. The position will be responsible for the development of not only the strategic plan, but also performance reports, presentations, and briefing documents.The successful candidate oversees the education, consultation and reporting to Board of Trustees, Board Committees, Executive Team, Management and other staff and physicians to enhance their capacity to effectively govern, plan, monitor and evaluate NLHS\'s strategic plan and accountability requirements. It is expected that the Manager will maintain an up-to-date view on relevant trends, providing thoughtful leadership on strategic planning. The position is also responsible for human resource management on NLHS\'s planning specialist.In addition, a key role of this position is to partner with the Provincial Director of Planning and Policy to support planning oversight to ensure that the organization is achieving its objectives relative to provincial, zonal and program planning requirements. Furthermore, they will represent NLHS as its Strategic Planning Lead, and will work closely with provincial and national entities and stakeholders including the Government of the Newfoundland and Labrador (primarily Treasury Board Secretariat and Department of Health and Community Services), Newfoundland and Labrador communities and the public.System Transformation and Engagement is instrumental to this position. The Manager will foster networks/liaisons and facilitate collaboration to build and strengthen relationships and achieve objectives by ensuring intricate problem solving, relationship building and partnership building. Also, the promotion and emphasis of a people-centred care approach is imperative so that a people-centred care culture and practices are embedded throughout the system.The successful candidate must demonstrate the key skills, behaviours, abilities and knowledge as outlined in the five domains of the LEADS in a Caring Environment framework.o Leading yourself by having self-awareness, managing your performance and health, developing yourself, and demonstrating character that is in line with Western Health\'s values of respect, equity, transparency, advocacy, collaboration, innovation accountability, and excellence;

o Transforming systems by thinking analytically and critically and questioning and challenging the status quo, encouraging and supporting innovation, orienting oneself strategically to the future, and championing and orchestrating change.Qualifications Required:" Graduate Degree in health administration or health related discipline, with education in planning and evaluation.
" 3-5 years\' experience in a health care leadership role and a comprehensive understanding of the health services system
" A minimum of 5 years of relevant experience with progressive responsibility in strategic planning, program monitoring, and evaluation.
" Excellent computer skills including expert knowledge of MS Office required. Must demonstrate ability to learn various IT platforms (e.g., Cognos.).
" Must be adaptable to working within a virtual team and at times in person, including a matrix environment of collaboration. Must be able to thrive in an agile environment.
" Demonstrated leadership, communication, facilitation, and analytical skills along with strong evidence-based decision-making and problem solving skills.
" Demonstrated ability to build and foster collaborative relationships and partnerships with various internal and external stakeholders including board members, the government, external agencies, patients and families, and the executive team.
" Proven capability to function in a fast paced and changing environment and manage competing priorities.
" Exceptional interpersonal, written and verbal communication skills.
" Demonstration of NLHS\'s values: Innovation, Compassion, Accountability, Respect and Excellence.Preferred Qualifications:
- Working knowledge of NLHS\'s strategic plan, values, vision and mission.
- Working knowledge of Newfoundland and Labrador\'s Transparency and Accountability Act.Hours of Work: 70 hours bi-weekly
