Under the direction of the Manager, Safety, Security & Emergency Management, this position implements the tactical direction and daily operational oversight of various College security and emergency management programs to ensure a safe and secure learning and work environment for students, employees, and visitors at the College. This position manages the day-to-day operations of the College's campus security program and executes the College's emergency planning program, as required. The Coordinator is responsible for conducting investigations on behalf of the College, and for ensuring compliance with applicable legislated requirements, College policies and procedures. During an event, the Coordinator represents the College and communicates with emergency service and public safety partners.

Duties & Responsibilities:
1. Manages the College's security operations:Directly oversees the day-to-day operations of College's security contractor, including workload forecasting, ordering, or cancelling staffing coverage. Provides feedback to service contractor of personnel issues and follows-up accordingly. Approves expenditures for overtime/extra contract coverage as required to meet College operational needs. Implements and audits compliance with security related policies and procedures. Responsible for receiving and investigating complaints against members of the security team and makes recommendations to the Manager for corrective action. On behalf of the College, directly and regularly investigates security, personal safety, and code of conduct issues involving employees, contract employees, and members of the public at the College. Liaises with College departments, including Student Conduct & Academic Integrity, and law enforcement on code of conduct and legal/criminal prosecutions. Accesses programs, and operates security and access control systems including monitoring of the College's alarm system, access control system, and managing confidential databases (e.g., CCTV, access control, telephone messages). Coordinates effort with the Information Technology department to access privileged and sensitive information and data. Responsible for administering key systems, including the approval and assignment of campus keys for users, and overseeing activities of locksmiths. Supervises campus and personal safety programs such as the Safe Walk and crime prevention programs. Manages and oversees the College's emergency alerting and notification systems to communicate emergency information to the College community, without requiring additional approvals or oversight. Performs rapid threat and risk assessments and consults with the College's Threat Assessment Team. Provides confidential security and threat assessments for cases involving students, faculty, staff, and other members of the College community. Makes recommendations to and provides consultation for the Manager, Safety, Security & Emergency Management about confidential matters of campus security, protection, and threat assessment. Acts as the primary on-site representative for the College regarding emergencies outside of the College's hours of operation, including deciding when to escalate an emergency matter to involve College leadership. Acts on behalf of the Manager, Safety, Security and Emergency Management when required, with full delegated authority.

2. Coordinates the College's Emergency Response Program:Provides operational and administrative leadership for the Manager on the development of policies and procedures related to emergency planning. Liaises with public safety and emergency responders before, during, and after an event. Delivers training, as required, to members of the College community, including staff, faculty, and contractors. Executes established plans for emergency preparedness, emergency response and post disaster recovery, including discretionary modification as required by an event. Leads emergency team training and Emergency Operations Centre (EOC) exercises. As the deputy fire safety director, ensures that appropriate communications are maintained with security and emergency personnel in emergency situations. Serves as the initial and/or deputy incident commander during emergency response situations.

3. Coordinates with the College's Occupational Health and Safety program:Ensures contractor, visitor, and vendor compliance with College policies and procedures related to occupational health & safety. Provides administrative oversight to the College's OH&S program, as it relates to the security program and campus visitors, including permits, post-work inspections, and compliance audits. Oversees the day-to-day delivery of occupational first aid to the College community, including record management and reporting. Ensures compliance with all privacy regulation and legislation affecting student, staff and faculty medical information obtained through provision of first aid services. Provides other operational leadership, as required.

4. Coordinates activities related to safety and security in association with the College's Risk Management program:Oversees all aspects of operational reporting to ensure incident reporting compliance consistent with the requirements of the College's Risk Management program. In consultation with the Manager, accepts, reviews, and coordinates requests for access to information from external stakeholders, including police. Conducts investigations of damage and injury claims and prepares documentation and evidence to suppose the College's representative(s) attending civil proceedings as required. Directs day-to-day operational loss prevention activities for general liability. Conducts required inspections and audits to ensure regulatory and code compliance.

5. Performs other duties or projects, as assigned.
Qualifications Required:
Education & ExperienceTwo (2) years of cumulative specialized training and education in public safety, security, and/or asset protection fields. Preference given to candidates holding a formal diploma, degree, or certificate. At least four (4) years of progressively responsible management or supervisory roles. Preference given to candidates with experience directly managing or supervising employees in unionized and contract environments. Preference given to candidates with a diverse combination of formal education, specialized training, and demonstrated experience in areas of public safety and emergency management. Successful completion of British Columbia Advance Security Training (AST), eligibility for licensing by the Province of British Columbia at the AST level, and work experience in an AST role is required. Equivalent training and experience will be considered on a case-by-case basis to fulfil this requirement. Knowledge of risk management principles, practices, and regulations. Knowledge of security, fire protection, occupational health, and safety, WorkSafe B.C. regulations and loss prevention. Knowledge of emergency response, preferably in a post-secondary institution. Experience in conducting security investigations, gathering, and documenting evidence. Knowledge of current legislation and public policy at the Federal and Provincial level regarding FOIPOP, PIPEDA and PIPA. Knowledge of and formal training in Diversity, Inclusion, and Equity fields is an asset. Membership in a related professional organization and/or third-party certification in a related discipline, is an asset. Satisfactory criminal record check, including vulnerable sector clearance, is required. Intermediate knowledge in the use of computer applications including word processing (MS Word), spreadsheet (Excel), database management (MS Access), e-mail, and Internet navigation.
