Overview The Canadian Museum for Human Rights (CMHR) is a national museum dedicated to the evolution, celebration and future of human rights. It is the first national museum in Canada to be built outside the National Capital Region. Located in the heart of Canada in Winnipeg, Manitoba, the CMHR rises from the Prairie earth at The Forks, which has been a meeting place for over six thousand years. The CMHR delivers an immersive, interactive and memorable experience for visitors of every background, age and ability. Purpose of position The Canadian Museum for Human Rights (CMHR) is centered around the idea that respect and understanding of human rights can serve as a positive force for change in the world. The Protection Officer will support our collective efforts to build a workplace culture that is inclusive, equitable, innovative, and focused on inspiring action. Reporting to the Manager, Protection Services, and under the daily supervision and direction of the Assistant Manager, Protection Services, the Protection Officer ensures safety and security of all building occupants, provides for the physical security of the building and surrounding grounds, and ensures the facilities and assets are protected and secure, all on a 24-hour/7-day basis. This position contributes to the success of security operations by ensuring the ever-changing security needs of the CMHR. They will ensure that necessary protections are in place and that core business is properly and appropriately secured against internal or external threats to the workforce, visitors, volunteers or other stakeholders. The incumbent will be a strong and thoughtful communicator, critical thinker and innovator, and will bring a collaborative approach to their role.
Key Responsibilities
  • Contributes to a culture that promotes respect, equity, inclusion and innovation, and models anti-racist and accountable behaviours.
  • Monitors and controls access points and restricted areas in and outside of the Museum.
  • Monitors, assesses, and initiates responses to various alarms and systems (fire, security heating, ventilation and air conditioning [HVAC], plumbing or electrical issues).
  • Supervises the daily contracted guard deployment during normal operation and security logistics during special events.
  • Ensures continuity of the security operations coverage schedule operations.
  • Investigates any incidents (i.e., vandalism, etc.) and generates the required reports.
  • Ensures compliance with Protection Services Operations Guide and standard operating procedures and assists with implementation of new security protocols or procedures as assigned.
  • Provides training, coaching and guidance to contracted guard staff to ensure compliance with their operational guard post duties and contractual requirements.
  • Works with Shipper-Receiver to ensure compliance with security access and Shipping-Receiving protocols, and provides support as required.
  • Implement daily instructions and briefings to ensure that standard operating procedures are followed by security and CMHR staff.
  • Ensures that regular patrols are conducted inside and outside the building.
  • Assists with implementation of new security protocols or procedures as assigned
  • Creates and delivers security-related training, orientation and exercises as required.
  • Assumes responsibility outside of regular business hours to provide support to Protection Services leadership while assuming the role of Chief Emergency Fire Warden and Emergency Response Coordinator. Covers critical functions and emergencies outside of business hours (i.e., evenings, weekends, holidays). Provides direction to staff members, contracted guards, members of the public and first responders.

Required Qualifications
  • Minimum of 5 years of experience in a similar role or an equivalent combination of supervision, education, training and/or security-related experience.
  • Commitment to human rights principles, including respect, equity, inclusion and dignity for all.
  • A sound working knowledge of security best practices and legislation (Federal, Provincial and Municipal) that impact security.
  • Strong understanding and working knowledge of automated security systems, including digital video monitoring systems, access control systems, fire alarm detection systems and security incident reporting systems.
  • Demonstrated experience effectively handling high stress or critical incidents.
  • Proficiency in Microsoft Office suite software.
  • Ability to work both independently and collaboratively in a team-oriented environment.
  • Sound independent judgement and the ability to make decisions and remain calm under stressful situations.
  • Effective listening, probing and writing skills to produce quality investigations and reports.
  • Strong time management skills, with the ability to work under pressure, multi-task and prioritize.
  • Excellent interpersonal and communication skills.
  • Well-developed leadership skills and the ability to coach and motivate people.

Desired Qualifications
  • Post-secondary education in Security Management.
  • Experience working in or supervising a Security Operations Centre.
  • ASIS International Physical Security Professional (PSP) and/or Certified Protection Professional (CPP) designation.
  • First Aid/CPR Level C/AED or willingness to complete while on the job.
  • Familiarity with the Federal Policy on Government Security.
  • Experience working for, or providing security services to, a museum or similar cultural institution
  • Ability to communicate orally in both official languages.
  • Experience with troubleshooting and/or problem-solving technical security system issues.
  • Successful completion of a course on physical restraints or physical intervention techniques.

Official Language Proficiency
  • Bilingual preferred

  • May require long periods at a desk, reading lengthy documents, and time in front of a computer.
  • May require periods of standing and walking throughout the building and grounds for security inspections or when providing immediate security incident response.
  • Provides first aid response as required. Capable of carrying a 10-kg first responder bag, and to physically assist others during emergency situations or evacuations.
  • Ability to perform all physical aspects of duties, including but not limited to bending, lifting, squatting, climbing stairs and at times running.
  • Strong focus and attention to detail is required to actively and accurately survey several computer monitors and several closed-circuit television monitors.
  • Potential high stress or physically demanding situations are likely when carrying out certain duties, e.g. dealing with facility emergencies, emergent security related issues and challenging human interactions, which may require intervention to prevent physical harm to others.
  • Flexibility to work evenings, nights and weekends (4, 8 or 12-hour shifts) on short notice based on operational requirements to support continuous security operations (on a rotational schedule).
