Duties: Under the general supervision of the Manager of Taxation.

  • Assist the Property Assessment Representative in every fact of the assessment review and the assessment appeal process.
  • Assist with the drafting revision and completing of documents on behalf of the City of Greater Sudbury (CGS) that reflect the CGS's interests, for the use in proceedings before the Assessment Review Board.
  • Type various reports, responses, documents and forms (i.e. statement of response) and arrange for their execution and approval by appropriate staff as required.
  • Submit correspondence and responses with the applicable parties for assessment related appeals.
  • Research and gather documentation on properties under appeal.
  • Maintain working calendar of events and track key dates pertaining to assessment related appeals.
  • Develop and maintain filing system for assessment related appeals and maintain a bring-forward (BF) system to follow up with items as required.
  • Receive, record and file mail/emails, log action taken/required, retrieve appropriate background material in accordance with established procedures.
  • Assist with preparation for and participate in Assessment Review Board hearings.
  • Review regulations and bulletins concerning completion, submissions and amendments concerning assessment related appeals.
  • Schedule appointments, book meetings; assist section staff during periods of vacation, overload and absences.
  • Attend meetings/appeal hearings to take minutes as required; prepare agendas and minutes for same as required.
  • Assist with monitoring registrations of subdivisions for inclusion on returned assessment roll.
  • Liaise with Building Services, Legal and with external contacts such as lawyers, tax agents, appraisers and Municipal Property Assessment Corporation (MPAC).
  • Assist with preparation of reports for senior Finance staff to document effects of action/recommendations relating to assessment related appeals.
  • Develop and maintain a thorough working knowledge of CGS's Safety Manual and the applicable Provincial Legislation listed therein.
  • Perform other related duties as required.
Qualifications:
  • Successful completion of Secondary School (Grade XII) Education.
  • College Diploma in a Law Clerk Program or other law related program an asset.
  • Post-secondary courses in real estate and property assessment an asset.
  • Over one (1) year up to and including two and one-half (2) years of law office or property assessment experience in a similar capacity.
  • Satisfactory keyboarding skills (40 words per minute).
  • Ability to work with computer software and administrative systems in a Windows environment (e.g. file maintenance, word processing, spreadsheet applications, presentation software, information input and retrieval, etc.).
  • Ability to demonstrate interpersonal skills in dealing with the public in a courteous and effective manner.
  • Exceptional attention to detail.
  • Excellent use of English; verbally and in writing.
  • French verbal and written skills an asset.
  • Satisfactory health, attendance and former employment history.
  • May require the use of a personal or CGS vehicle on CGS business. Must be physically capable of operating a vehicle safely, possess a valid driver's licence, have an acceptable driving record, and personal insurance coverage.
