Background

Major Purpose




The Project Officer (PO), Adaptation in Action - Capacity Development will provide project oversight, coordination, administrative and logistical support to build municipal capacity for effective delivery of the Local Leadership for Climate Adaptation initiative of the GMF program. The Officer will report to the Manager, Capacity Development, Adaptation in Action.


The Officer supports the LLCA team in developing and delivering timely learning, connecting, and skill development activities needed by the municipal sector that help advance the quality and quantity of equitable climate change adaptation actions at the local level.



The Project Officer will oversee the design, logistics and delivery of a number of municipal- and partner-oriented events and learning events (both online and in person) to mobilize the knowledge and practices developed within LLCA's funding program and the Canadian municipal sector. The role helps build the capacity of municipal staff, elected officials and key stakeholders to understand, select, design, undertake, deliver and scale-up successful climate adaptation project practices and approaches.



Major activities include coordinating the development and delivery of learning and capacity building activities (online and in person), convening and facilitating peer learning and the Community of Practice, coordinating the delivery of coaching services, design and delivery of workshops and webinars, and supporting the measurement of capacity development activities.

Key Responsibilities




The Project Officer, Adaptation in Action - Capacity Development:

Develops and delivers capacity building activities and programming (both online and in person) for municipal staff, elected officials and partners related to Local Leadership for Climate Adaptation (LLCA) - Adaptation in Action (AiA), including webinars, workshops and presentations. Supports development and delivery of elements of the FCM Annual Conference and the GMF Sustainable Communities Conference program. Designs and delivers capacity building activities for LLCA-AiA funded participants, including coaching and cohorts. Leads the development and delivery of information resources and activities, and develops and deploys strategies for optimal impact and reach for each capacity development activity. Supports the development, delivery, and measurement of capacity building activities related to lessons learned from GMF funded initiatives, including case studies and study tours. Manages the coordination of consultants and vendors engaged in the production of capacity development activities and ensures the highest quality product possible within a managed budget and timeline. Designs and delivers stakeholder and partner engagement support in CD program design, including training of partners and working with the LLCA Advisory Tables. Works with GMF teams to follow existing project management processes and strategies, and suggest improvement recommendations as warranted following the LEAN methodology. Participates in and contributes to LLCA, Capacity Development, GMF and FCM team meetings, training, communication and reporting. Implements Reconciliation and Anti-Racism, Equity and Inclusion considerations into the way work is conducted and the content of Capacity Development activities. Maintains up-to-date knowledge of effective and innovative capacity building tools and approaches. Maintains up-to-date knowledge of best practice in municipal climate change adaptation project implementation. Collaborates with other GMF teams, including the larger Capacity Development and LLCA teams, to ensure capacity development topics and timing are aligned.



Knowledge, Experience and Skills




Education:




University degree in urban planning, climate change, political science, education, or environmental studies/ science/ engineering,

University degree in urban planning, climate change, political science, education, or environmental studies/ science/ engineering, Experience: Minimum of 3-5 years of professional experience designing and delivering initiatives which connect diverse stakeholders (e.g. government, not-for-profits, private sector, etc.) to deliver on capacity building approaches, adult education, online learning and engagement, the transfer of skills and knowledge; build capacity; and measure impacts. This can include work experience in:
Project management,

Group facilitation and consensus building,

Developing learning materials for a professional audience (ideally municipal audience), including capacity development activities online and in person,

Working with consultants,

Working within a municipality,

Working on climate change.


Knowledge:




Strong knowledge and experience in the area of sustainable municipal development, climate change adaptation, adult education and project management. Knowledge of the Canadian municipal sector structure, needs, and capacity.



Competencies:




Excellent communication and presentation skills (written and oral). Includes the ability to coordinate and work with multi-disciplinary teams, lead meetings and make formal presentations to professional audiences Excellent customer service skills. Excellent interpersonal and influencing skills with the ability to establish support and credibility at all levels within and outside the organization. Strong research and analytical skills. Ability to spearhead and work independently on projects using excellent judgement. Excellent project management skills with strong ability to multi-task. Ability to administer small budgets Strong political acumen and diplomacy. Capacity to work in a changing environment and willingness to take on new or evolving responsibilities.



Language Requirements




The ability to work in both official languages (English and French) is required.
