Role and responsibilities

Under oversight of the Production Director, the Project Manager will be accountable for the delivery of the Target Price Proposal for the assigned component of the Project (where component of the Project means a station, or line-wide as appropriate).

  • Drives the project through a series of Development Phase checkpoints leading to the ultimate delivery and acceptance by the client of a Target Price Proposal for the assigned component of the project.
  • Accountable for the development of the cost estimate and subsequent Target Price for the assigned component of the project; cost estimate will be developed by the Estimating Manager.
  • Accountable for the development of the overall schedule for the assigned component of the project; schedule will be developed by the Scheduling Manager.
  • Ensure that the associated risk register is updated in partnership with DevCo, the CA and other parties. Support the Risk Manager who will be responsible for maintaining and managing the risk register. Provide input into the development of a commercial approach for the associated risk register.
  • Monitors and controls progress of the project team through the Development Phase
  • Accountable for managing the scope of the assigned component of the Project, including interfacing with the Project Controls and Commercial teams as required; ensures changes are managed within the client\'s change control processes.
  • To lead and manage the reviews of design and quality integration with constructability reviews, as well as production planning, sequencing and schedule submission reviews at the direction of Metrolinx. Lead cost estimating and risk reviews as part of Target Price development. Supporting CA in negotiating variations and proposed changes by PDB Contractor (Dev Co)
  • Lead and manage constructability reviews and participate in various construction strategy discussions, where needed, to verify benefits to the project. Test and challenge Dev Co proposals in respect of production and sequencing and Schedule
  • Develop plans and processes that ensure that designs by Technical Advisors and projects are assured and comply with relevant requirements and standards.
  • Liaise with wider design team to ensure consistency and quality of deliverables across all areas of the project
  • address the many aspects of Integration and risk mitigation - Systems Integration, TOC Integration, Integration of Design, Integration of the EAW projects/contracts with the SRS contract for SSE and YNSE.
  • Manage the production, review and issue of relevant Technical and Project Delivery Plans
  • Support the Production Director as required with estimating annual service plan budgets for SSE and YNSE. Ensure human resources are optimised between projects to drive efficiency. Monitor the relevant aspects of the Development phase budget of PDB Contractor/Dev Co. Tracking and monitoring Dev Co\'s performance while developing and implementing metrics to identify areas of improvement. This will include implementing such improvements with long term planning
  • Drive construction strategy by linking production plans with project schedules
  • Responsible for establishing the risk register and risk management for the project
  • Ensure planned targets (set-up by vendors) are realistic and met without compromising the quality of the product;
  • Support development and management of annual operating, overhead budgets, capital projects and execute action plans that drive efficiencies;
  • Support Continuous Improvement, utilizing Lean manufacturing tools, specifically pertaining to changeover, efficiency and costing;
  • Support automation and product efficiency;
  • Support the development of performance measurement systems, KRA/KPIs, implement long term improvement processes and monitor for results;
  • For the assigned component of the project, participate in key decision making, risk analysis and assessments;
  • Ensure adequate quality and service management systems are in place and recommend improvements aiming at improving integrated team performance;
  • Identify and master a wide range of projects/change management methodologies.
  • Ensure sustainability is at the heart of Program process and decision making to ensure the right decisions are made now and for the future.
  • Help identify value engineering savings within the project designs and construction methods.
  • Facilitate a project environment which is collaborative, inclusive, diverse and celebrates our differences.
  • Create a high performing culture open to constructive challenge, seeking continual improvement and implementing lessons identified from past experience
  • Training and development, mentoring of junior staff
Qualifications

Education: Completion of a university degree in Engineering, Architecture, or related field with relevant certification

Years of experience: Minimum 10 years of relevant experience leading large multidisciplinary teams (15+ people) in project delivery environment

Technical competencies:
  • Experience in System\'s engineering is an asset
  • Experience with developing and managing design and associated costs, schedule and risks; will consider owner side experience or contractor bid phase development experience.
  • Expertise in developing and updating production models for complex construction projects
  • Knowledge and experience of collaborative delivery strategies and models leading to Design-Build execution would be an asset.
Personal & soft skills:
  • Project management skills to manage selected complex, high-risk projects from start to close-out under pressure to meet schedule and budgetary commitments
  • Experience with change management and implementation within a production environment
  • Dynamic leadership and employee engagement skills
