The two positions listed in this posting are both part of the Planning, Design & Management section in the Transportation Services Division. The section leads projects which introduce new or improved designs and layouts to Toronto\'s streets in the interest of improved safety and mobility for all road users. The section is also responsible for stewardship of right-of-way assets, and programming of the 10-year capital plan.One temporary vacancy is in the Vision Zero Projects unit. The unit is responsible for delivery of several commitments within the Division\'s , aimed at eliminating serious injuries and fatalities on the City\'s roadways. These commitments include geometric safety improvements and associated traffic and signal operation changes, school safety zones, traffic calming, speed management strategy, development and piloting of road safety countermeasures, and development and review of policies, guidelines and standards related to road safety.The Project Manager will report to the unit Manager, Sheyda Saneinejad. They may be assigned to projects in any part of the unit\'s portfolio as described above. In some cases the Project Manager will be leading or co-leading a project, in other cases the Project Manager may serve as a supportive team member on a project led by another person or unit. Given the nature of the Vision Zero portfolio positive collaboration with other units and sections is the key to success of this unit and the City\'s Road Safety Plan.One temporary vacancy is in the Area Transportation Planning unit. The unit is accountable for developing plans and strategies to achieve the appropriate balance of multi-modal mobility, multi-modal site access and placemaking on Toronto\'s streets in a context-sensitive manner. This unit leads the , leads or co-leads Transportation Master Plans, and represents the Division in interdisciplinary planning studies, such as and special initiatives like the .The Project Manager will report to the unit Manager, Michelle Berquist. They may be assigned to projects in any part of the unit\'s portfolio as described above. In some cases the Project Manager will be leading or co-leading the project, in other cases the Project Manager may serve as a supportive team member on a project led by another Division.Major Responsibilities:The primary functions associated with these positions include, but are not limited to the following:Project Management

• Leads the development, implementation, monitoring, and evaluation of projects and programs in a manner that is consistent with best practices and negotiated contracts, as well as City policies, plans, and strategies.
• Leads stakeholder engagement with staff of other City divisions, agencies, boards, commissions, community groups, and other levels of governments on projects and policies.
• Leads, coordinates and/or provides input on procurement processes, including preparation of purchase documents, evaluation of bids and submissions, recommendations for award, negotiation, and execution of contracts.
• Develops and coordinates new Service Level Agreements, Project Charters and other Inter-Divisional Agreements.
• Reviews, tracks, evaluates, and is accountable for the work performance of external service providers with respect to contract governance and management, contract requirements, project scope, schedule adherence, cost containment, completion of required tasks, and quality of deliverables.
• Ensures that the project expenditures are controlled and maintained within approved budget limitations, processed and documented in compliance with City and Division policy as well as the Construction Act, and are tracked according to spend rates.

Technical Knowledge

• Conducts technical problem investigations, performs site visits and inspections, participates in conducting studies and commenting on technical reports (including drawings and specifications), and provides detailed recommendations and advice that is in alignment with municipal best practices, industry guidelines, and applicable regulations.
• Conducts project-specific and on-going technical research into assigned areas ensuring that such research takes into account developments within the field, City policies and practices, applicable legislation and initiatives by other levels of government.
• Maintains state-of-practice knowledge in field of work, such as complete streets, safe systems and transportation planning, including comparable peer cities and regulatory proposals and changes by other levels of government that may impact the City of Toronto.
• Assesses current practices and improves procedures and protocols in collaboration with City divisions through comprehensive knowledge of City Policies and Guidelines.

Teamwork and Supervision

• Works with interdivisional, interdisciplinary and interagency teams and consultation processes to plan toward and support project and program delivery while addressing political, community, business and other stakeholder interests.
• Embraces diversity and inclusion, fosters teamwork and a positive workplace culture through cooperation, collaboration, and maintaining constructive and respectful relationships.
• Provides work direction to assigned project team members and junior staff including the scheduling, assigning and reviewing of tasks and task-specific training and coaching, as needed.
• Ensures compliance with the Ontario Occupational Health and Safety Act and all other related provincial regulations and corporate and divisional safety standards and procedures.

Communication and Reporting

• Prepares and delivers briefings to senior management in the Transportation Services division and individual members of City Council, drafts staff reports and presentations for management review and submission to City Council and its Committees, and drafts correspondence for a variety of audiences.
• Prepares and delivers communication and engagement plans for internal and external stakeholders, including websites and (social) media strategy.
• Represents the Transportation Services division or City of Toronto when communicating with elected officials and members of the public, at meetings with stakeholders, when participating in working groups and committees, as well as when coordinating and collaborating with peer cities, other levels of government, and technical associations.

Key Qualifications:
Your application must describe your qualifications as they relate to: * Post-secondary education in a discipline pertinent to the job function (e.g. planning, engineering, economics, business, environmental science, landscape architecture, public policy) or an equivalent combination of education and relevant experience.

• Considerable experience in project management, delivering assignments from inception through to implementation with minimal direction while balancing stakeholder interests.
• Considerable experience in at least one of the following areas: complete street design and implementation; infrastructure design and implementation; policy development, transportation planning; transportation engineering; geotechnical engineering, pavement engineering, or equivalent initiatives which evaluate options and facilitate decision-making for making changes to public streets.
• Working knowledge of policies and regulations governing the street network, including but not limited to: Provincial policies and plans; Highway Traffic Act; Toronto Official Plan; Toronto Traffic By-Law; all applicable design guidelines.
• Highly developed interpersonal skills with emphasis on communication (written/oral; speaking/listening), conflict resolution, and political acumen.
• Excellent skills in delivering presentations, building and maintaining relationships, and resolving conflicts.
• Effective leadership and team-building skills, and the ability to provide work direction to project team members, contractors, and staff in a unionized environment.
• Proficiency in MS Office (i.e. Outlook, Word, Excel, and PowerPoint) and online meeting platforms (e.g. WebEx). Additional software competencies would be considered an asset, especially in project management software, database management (MS Access), computer-aided design (MicroStation, SketchUp, or AutoCAD), or geographic information systems (ArcGIS or QGIS)
• Professional Engineer, Registered Professional Planner, Road Safety Professional and Project Management Professional designations would be considered an asset.
