My client is a human environment consultancy. They work on behalf of Indigenous communities to help advance their rights and interests through Strategic Environmental Assessment guidance, coordination and support; Collaborative environmental, land and resource use planning and management; Indigenous Knowledge Studies (also known as Traditional Ecological Knowledge, Traditional Land Use Studies, or Land-Use and Occupancy Studies); Technical assessments and mitigation planning in sectors such as water resources, remediation, land use, mining, oil & gas, linear corridor development, forestry, renewable energy, nuclear waste, contaminated sites, brownfield redevelopment, watershed planning, drought planning, water use planning, waste management and waste diversion; and Strategy and advice around negotiation of impact benefit agreements, economic partnerships, and other similar accommodations.

My client is looking for an Intermediate Project Manager in Land Development with 3+ years of professional experience as Project Manager on lands and resources, environmental, economic development, and/or regulatory projects and/or in a role such as Lands Manager, Lands Clerk, or Lands Coordinator working with Indigenous communities.

Remote / WFH / Hybrid: 100% Remote from anywhere in Canada.

Travel: On average 3 - 5 days per month, mostly to northern BC and ON.

Responsibilities:

  • Building and maintaining client relationships through a comprehensive understanding of client needs, priorities, and objectives while providing excellent client service.
  • Providing Duty to Consult and strategic negotiation advice to First Nation, Metis and Inuit community clients as needed.
  • Providing strategic planning and support to clients on lands and economic development.
  • Lead on industry-specific referrals and initiatives.
  • Supporting the Lands Director on Lands Office recommendations and engagement with Council.
  • Liaison for Federal, Provincial and Municipal-level organizations engaging and/or working with the Lands Office.
  • Doing Business Development and Sales work associated with SVS service offerings.
  • Providing strategic and policy advice and input on lands-related matters and rights and interests to Chief and Council and the Band administration, as needed.
  • Working with the Band Manager and other Lands Office staff, oversee the administration of Lands-related government or proponent funding.
  • Working closely with the Lands Office team to ensure client needs are met.
  • Ensuring timely documentation of any Lands-related community or Council engagement.
  • Oversees and manages the referral response process, working closely with and directing the Lands Coordinator on this function.
  • Represents clients at government staff-level consultation tables, committees, working groups.
  • Oversees development and maintenance of the client database of key information (geographic data, templates, processes/procedures/protocols, etc.).
  • If applicable, liaises with and oversees client-located Lands staff (note- would not include HR/employment related oversight/management).
  • Working with or delegating to the Lands Coordinator (as applicable), drafting and/or peer reviewing referral responses.
  • Supports the Lands Director in strategic communications with client leadership, senior staff, or external parties.
  • Manages funding applications, and delivery on outcomes for funding received- working with others in the client administration (e.g. finance) as required.
  • Manages reporting to other departments/leadership within the client administration (e.g. monthly reports about Lands Office activities/directions).
  • Working with the Lands Director and Lands Coordinator as applicable, suggests, develops, and/or updates processes and procedures applicable to operations of the Lands/Consultation office.
  • As directed by the Lands Director, engaging with other client advisors (legal counsel, negotiators, ec. dev.) as needed.
Requirements:
  • A degree in Natural Resource Management, Environmental Science, Ecology, Biology or similar equivalent.
  • At least 3+ years' of professional work experience as Project Manager on lands and resources, environmental, economic development, and/or regulatory projects and/or in a role such as Lands Manager, Lands Clerk, or Lands Coordinator working with Indigenous communities.
  • Experience managing planning processes including community engagement.
  • Working knowledge of land management issues and legislation affecting First Nations both locally and federally (Indian Act and Regulations as they pertain to the administration and management of Indian Reserve Land, Land Registry, and Land Titles Act, Impact Assessment Act, Duty to Consult, precedents and court judgments affecting Indian Reserve Lands etc.).
  • Understanding of the regulatory process and environmental best practices and potential impacts of various types of development both on-reserve and within Traditional Territories.
  • Experience and proficiency in writing community plans including culturally relevant policy development.
  • Knowledge of the principles and practices of land planning and environmental management.
  • Excellent technical writing and analytical skills, including experience with data management and analysis, preparing technical reports, and communicating complex issues in plain language (written, verbal, presentations) for a variety of audiences.
  • The ability to work both independently and as part of a team.
  • Financial, funding application and project management skills.
  • Strong communication and interpersonal skills, diplomacy and tact in working with a variety of clients, proponents and government.
  • Skills and experience working in cross-cultural settings, preferably with First Nations, Metis, and/or Inuit communities.
Additional Qualifications, not required but an asset:
  • French, Michif, Cree, Ojibway, Oji-Cree, Innu, or other languages that might be useful for this position.
  • Experience working as a consultant in planning and implementing communication.
  • Traditional Knowledge, land use and occupancy.
  • GIS.
  • Community economic development, conflict resolution, capacity building / training, multimedia story-telling.
