Position Overview:

Reporting to the Manger of Parking within the Transportation Services Division, the Project Manager, Parking Operations manages studies and projects related to the operation and economic success of the City\'s Parking Enterprise to improve operating efficiency and financial viability of the Enterprise. Studies and projects include, but are not limited, to strategic parking reviews, feasibility studies, revenue-generation studies, etc. The Project Manager, Parking Operations also represents the City on various Regional and area committees and projects with a specific focus on parking in City\'s Downtown core.

Responsibilities:

Parking Operations

  • Establishes and monitors the schedule for ongoing facility maintenance (line painting, signing upgrades/repairs, asphalt repairs/replacement, landscaping).
  • Review existing parking policies and by-laws; formulate and develop new policies and by-laws for presentation to Council
  • Perform risk management assessments of parking operations to reduce City liability;
  • Manages projects to improve operating efficiency and financial viability, including: Strategic parking reviews, Feasibility studies, Revenue-generating studies
  • Development of strategic partnerships with both private and public sector
  • Develop and implement new City parking programs
  • Provides information to staff and general public concerning parking operations.
  • Provides tender specification information to Manager, Parking Enterprise.
  • Manages operational contracts and capital projects.
  • Works with City Staff and the Downtown BIA to ensure that downtown On-street parking needs are addressed.
  • Regularly monitors construction in the downtown that impacts on-street parking and coordinates safety issues with the City\'s Traffic Project Coordinators
Research & Marketing
  • Participates in research studies and develops appropriate business cases to improve operating efficiency and financial viability (may involve surveys to parkers and merchants, reviews of parking data, feasibility studies; and revenue-generating studies).
  • Coordinates, executes and evaluates a bi-annual Downtown Parking Study that measures occupancy, duration and turnover.
  • Coordinates, executes and evaluates the annual Residential parking program.
  • Develops and recommends annual advertising/marketing plans for Parking Operations Section and approves final content in conjunction with Manager, Parking Enterprise, and Corporate Communications & Marketing staff.
  • Works with Transportation staff to develop and implement new City parking programs (e.g. addition of car sharing spaces, residential parking programs).
  • Performs other related duties as assigned.
Requirements:
  • Three-year degree/diploma in a related field
  • At least 2 years related experience including facilities and/or construction project management experience
  • Professional designation such as C.E.T., PMP or P.Eng is preferred
  • Experience in and a comprehensive understanding and technical knowledge of municipal parking operations, inclusive of on and off-street facilities is preferred
  • Knowledge of applicable MEA, OTM, MTO, TAC, HTA, OBC, OPS, local municipal design guidelines, standards, and specifications
  • Ability to interpret and apply policies and procedures related to parking operations
  • Demonstrated strong project management, research and organizational skills to plan and develop program objectives and to lead change management processes
  • Strong communication and collaboration skills to advance key projects and work effectively with internal and external partners
  • Excellent customer service skills to answer inquiries from staff and external contacts on subjects related to parking operations
  • Ability to compose reports, letters, and memos and read and interpret collective agreements and letters of understanding
  • Experience working with computer applications including, Microsoft Office, G.I.S. systems, Adobe Acrobat Pro; knowledge of BC200 and other Parking operations related software would be an asset
  • Time management skills, with the ability to manage multiple and changing demands and priorities
  • Demonstrated experience and ability to effectively negotiate and resolve concerns from members of the public and other stakeholders
  • Proficient in reading and interpretation of engineering drawings, specifications and engineering reports and documents
  • Possess a valid Class \'G\' driver\'s license in good standing during the course of employment
  • Reliable with a good attitude and employment record
