Project Manager - Non IT

Rate: CAD 80hr

Contract: 3 months, with potential 12-month extension

Location: In-person

We are seeking an experienced Project Manager (Non-IT) to lead large, complex, and often politically sensitive strategic initiatives across the Government of Alberta. These initiatives may involve service delivery improvements, program or policy changes, new product or program development, or broad organizational transformation.

The successful candidate will bring strong leadership, exceptional stakeholder engagement skills, and the ability to drive clarity and structure in fast-moving, ambiguous environments.

Key Responsibilities

Project Planning

Work within established PMO standards; collaborate with the PMO to define new standards where needed. Develop proposals, project charters, work plans, and planning documents in partnership with program areas. Establish project governance, roles, responsibilities, and decision-making structure.

Project Execution

Manage project scope, budget, schedule, quality, and performance requirements. Identify milestones, success criteria, dependencies, risks, policy considerations, and resource needs. Contribute to deliverables such as research, survey design, analysis, and report drafting. Lead project meetings, steering committees, and working groups. Monitor project progress and maintain accurate documentation and status reports.

Risk & Change Management

Proactively identify risks, issues, and opportunities; develop mitigation strategies. Document and manage changes to scope, schedule, and budget; coordinate approvals. Support change management and communication activities across stakeholder groups.

Project Close-Out

Complete proper handover of all project deliverables and documentation to the PMO. Evaluate project outcomes with sponsors and identify opportunities for improvement for future initiatives.

Qualifications

5+ years of project management experience in business transformation, policy, program development, or public sector environments. Demonstrated ability to lead complex, multi-stakeholder, non-IT projects. Strong communication, facilitation, and analytical skills. Experience working in politically sensitive or high-visibility projects is an asset. PMP or equivalent certification is considered an advantage.
