Main Purpose & Function

The Project Manager will manage and/or provide oversight in the development of civic facilities. The successful candidate will be responsible for feasibility studies, budget cost estimates, planning, design, procurement, and project management involving the coordination of the consultant team, contractors, various City departments, and other authorities to meet the program needs of the client.

Specific Duties & Responsibilities

  • The Project Manager will manage and/or provide technical oversight in the development of civic facilities
  • Develop operating and service agreements between property owners and City representatives
  • Represent the City\xe2\x80\x99s interest in meetings as the owner\'s Project Manager
  • Prepare project descriptions and/or conceptual plans to illustrate project requirements for project justification
  • Prepare project budgets for approval by senior staff and Council
  • Prepare Council Reports
  • Procure consultant teams and other technical consultants
  • Act as the City\'s representative and liaise between consultants, clients and City departments in matters pertaining to projects program, design, construction and contracts
  • Manage projects to ensure that the program requirements are incorporated into the project
  • Monitor the progress of the work related to budget, schedule, quality and completeness
  • Identify problems; evaluate if alternate approaches should be taken to meet the targets
  • Ensure that projects meet all the program requirements and are delivered within the approved budget and timelines
  • Review tenders and construction documents and obtain tenders
  • Review plans at various stages for conformity with the program of requirements, review change orders, progress payment certificates and recommend payment
  • Review and maintain project cost data and issue monthly reports
  • Review construction to ascertain it is in general conformance with contract documents
  • Review consultants\' review and testing reports and recommend action where appropriate
  • Review legal agreements with consultants, contractors, etc., and recommend actions as appropriate
  • Liaise with Law Department on the agreements related to these spaces
  • Represent the Department on City committees as required
  • Other duties/responsibilities as assigned.
Qualifications

Education:
  • University degree in Architecture; Registered Professional Architect in the Province of BC;
  • Project Management training/certificate such as a PMP designation would be an asset.
Experience:
  • Experience in the design and construction of civic buildings
  • Experienced in the project management of institutional buildings and related facilities
  • Experience in estimating costs of a variety of building types;
  • Experience in preparing construction drawings and specifications
  • Experience in preparing consulting and construction agreements
  • Experience in structural design principles
  • Experience in preparing and managing capital budgets
  • Minimum of 10 years proven and progressive project management experience in facilities development.
Knowledge, Skills and Abilities:
  • Knowledge of institutional building design and construction practices
  • Knowledge of sustainable building design and construction practices
  • Knowledge of municipal bylaws and permit practices
  • Ability to review, analyze and effectively
  • critique building plans, specifications and contract documents; Ability to deal effectively with architects, engineers, contractors, City Departments and the general public to establish cooperative working relationships
  • Ability to analyze complex situations, determine appropriate courses of action and prepare reports related to the same for discussion
  • Ability to write clear, concise and complete reports
  • Excellent interpersonal and written communication skills
  • Results-oriented with the ability to effectively manage multiple projects with tight time lines
A valid B.C. driver\'s license is required. The license must not include any restrictions that would affect the ability to legally and safely carry out job responsibilities.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 \xe2\x80\x93 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

The City\xe2\x80\x99s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
