The Fleet Services Division of the Department of Public Works supports the backbone of our provincial highway infrastructure. We are located at Miller Lake, the central Fleet Services hub of the province. At Miller Lake, we are pivotal in ensuring the equipment used to maintain, repair, and build Nova Scotia\'s 23,000 kilometers of roads and highways, and 4,100 bridges, is always ready to go.

About Our Opportunity

Reporting directly to the Director of Fleet Services, you will manage and deliver required outcomes for one or more projects while adhering to all government policies and standards. You will provide direction/development while creating and working within a project management plan. Activities will include project scope development, business requirement analysis, advising on procurement methods, implementation of project management strategies, and resource and capacity management of direct and indirect project resources as they relate to Fleet (predominantly Trucks, Equipment and Inventory Management).

You will manage a diverse and substantial portfolio of projects with a high level of demands and complexity. You will be managing client needs and relationships, and responding to emergency issues, such as equipment failures, time-sensitive requirements etc.

You will liaise with various levels of staff from a wide array of departments ranging from entry level positions up to and including executive level positions.

Primary Accountabilities

As the Project Manager you will be responsible for the facilitation and execution of fleet related projects from start to finish. You will be the focal between our Mechanical shops, Inventory Management and Stock Room teams, Fleet Service Coordinators, Procurement groups, Health Safety & Environment Group, and others as it relates to variety of assigned projects. You will build individual project plans consisting of approved project management tools to facilitate communication between stakeholders, to identify and develop scope, to develop schedules, and to deliver comprehensive handovers. You will be responsible for reviewing policies and procedures, auditing fleet practices, and lead the deployment of consistent work practices and processes throughout the provincial fleet.

As a member of the Public Works Fleet Management, you will be responsible to manage and maintain a full and diverse portfolio of Fleet related projects located throughout the province. Leading and directing all members within each project group. Supported oversight on Health and Safety as it relates to each project. Liaising and interacting with respective stakeholders.

You will be responsible to report on status of projects, which may include financials, timelines, milestones, and delays. You may be required to develop action and change management plans to address budgetary/operation/project deviations as they occur.

You will be responsible for tracking and maintaining project development. This will include, but is not limited to, finance, schedule, briefing notes, tenders, and awards, etc.

You will coordinate both long term and day to day relations with stakeholders, and all members of the project management team assigned to you.

You could be responsible for mentoring, coaching, and training Junior members, students, and new team members.

Qualifications and Experience

Bachelor\'s degree in a related discipline with several years of experience; or an equivalent combination of training and experience.

Comprehensive knowledge of Project Management practices, , documentation, and project development as well as risk management along with in-depth knowledge of current construction industry standards and best practices is required. You will require a strong understanding of project management principles and techniques, reporting of complex multiyear, multidiscipline high/med/low dollar value projects. Professional maturity to advise on development strategic infrastructure plans and programs, taking into consideration sustainability and cross organizational impacts is necessary.

Working knowledge of current fleet best practices as well as procurement standards, inventory management best practices, etc.

You will have demonstrated experience working with Microsoft Projects or an equivalent Project Planning software, as well as Excel, MS Office. SAP experience is considered an asset.

You possess exceptional organizational and communication skills (verbal and written), with the ability to work collaboratively on multiple deadlines simultaneously. You demonstrate leadership qualities, have a knack for building relationships with various stakeholders, and hold a high standard for client and customer service. This position faces frequent pressure for deadlines, as such, your ability to multi-task and adapt in fast-paced environments is critical.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Working Conditions

Most of your time is spent in a combination of an office and mechanical shop setting, with travel between mechanical branches and the field . You will have daily contact with various internal and external stakeholders. The scope of this role requires strong abilities in multi-tasking, balancing multiple priorities, meeting frequent deadlines, and making time sensitive recommendations.

  • Normal work week is 35 hours/week, 7 hours/day
  • May be required to work overtime on occasion
Additional Information

A diverse technical background and a firm understanding of fleet management and principles, a good business sense, and effective skills in risk management are required.

Travel within the province is a component of this position. As such, you must have a valid driver\'s license and the ability to travel.

As the successful candidate, you must demonstrate excellent professional judgement in the appropriate application of building and construction maintenance principles in the building construction industry. Pay Grade: EC 11

Salary Range: $3,238.10 - $4,047.67 Bi-Weekly
