The BC SPCA accepts candidates to participate in the recruitment and selection process for our brand-new Project Manager, Facilities role. This full-time and permanent hybrid position will be essential for timely developing different and relevant projects for our organization and the service of our animals and communities across the province of BC.

Reporting to the Senior Director, Facilities, the Project Manager, Facilities will be responsible for the planning, design coordination, proposal/tender invitation, construction supervision and project administration of works within the Facilities Team. The number and nature of the projects may vary depending on budgets, but may involve mechanical updates, building renovations, roof replacements, significant repair works, electrical modifications and upgrades, and new construction.

What will be the role\'s responsibilities?

Facility Construction:

  • Responsible for all aspects of the project management process for assigned projects from the initial planning and design stages through to implementation and close out; directing work and ensuring challenges are resolved or escalated to appropriate level(s) to meet project deliverables and objectives.
  • Functions as the key point of contact for assigned projects. Liaises effectively with various internal and external stakeholders; such as the Facilities Governance Committee, Board of Directors, other internal departments, consultants, contractors, and vendors with respect to project status, challenges, progress updates, and opportunities.
  • Ensures that mechanisms are in place that allow for ready access to information by all departments on capital projects undertaken; provides regular update reports, as directed.
  • Carries out project plans according to departmental project methodologies, processes and systems to ensure successful, consistent, and coordinated completion of project components by facilitating consensus with stakeholders.
  • Develops and monitors project charters, plans, budget, scope, schedule, expenditures, stakeholder satisfaction, and risks.
  • Reports on variances and impacts to deliverables;
  • Makes recommendations to departmental leadership to mitigate cost overruns, maintain adherence to allocated budgets and timelines, and ensure delivery of a successful project.
  • Participates in and/or lead meetings throughout the project lifecycle; seeks input from stakeholders during all stages of the project.
  • Coordinates and/or advises on potential impacts of project activities affecting facility operations.
  • Arranges scheduled shutdowns, service interruptions, etc. based on operational requirements. Identifies, communicates, and works with appropriate stakeholders to mitigate potential risk management issues.
  • Monitors adherence to established safety and risk mitigation protocols by contractors and organizational staff during project implementation. Reports exceptions to appropriate authority and intervenes where appropriate and as required.
  • Ensures the project team prioritizes health & safety and animal welfare.
Facility Maintenance:
  • Provides support as needed to the maintenance team for guidance on maintenance projects and coordination of overlapping activities for capital projects.
  • Provides support in developing the Preventative Maintenance planning process.
Controls & Administration:
  • Ensures effective and consistent utilization of construction industry and project management best practices, processes, and technologies.
  • Develops and maintains strong working relationships with internal stakeholders to ensure expectations are communicated and understood.
  • Monitors capital project budgets and schedules to ensure projects budgets are controlled and timelines are achieved.
  • Maintains and tracks invoicing reports and projections.
  • Facilitates the timely review of progress draws and the payment of progress claims.
  • Provides input for the development of the annual facilities capital and maintenance budgets.
  • Effectively maintains project management documentation for all capital projects.
  • Provides input for the evaluation of key vendors, consultants, and contractors.
  • Provides input and support for Committee meeting packages and reports preparation; tracks and follows up on actions.
  • Prepares and presents reporting and project updates to Committees or other key stakeholders.
  • Provides support for and input into updating the Long Term Facilities Plan, which aims to set out the project priorities for the organization.
  • Provides project assurance support with understanding and completion of internal project reporting.
Performs other duties as assigned

What will you need to have?
  • Diploma in a related engineering technology or project management or related bachelor degree and a minimum of eight (8) years\' relevant work experience; or a combination of education and experience acceptable to the employer.
  • Relevant work experience includes but is not limited to:
  • Managing and administering projects, preferably involving on-site construction;
  • Demonstrated knowledge of the project planning and implementation processes including design, construction, and procurement, within current industry standards, procedures, codes, bylaws, and regulations.
  • Demonstrated attention to detail and ability to organize work, meet priorities and to work within a demanding work schedule with minimal supervision.
  • Demonstrated ability to work within a dynamic project environment with changing priorities.
  • Demonstrated ability to effectively manage planning, design, and construction projects simultaneously.
  • Strong relationship building skills; excellent communication skills and an ability to relate respectfully to a diverse audience; strong conflict resolution, mediation, and negotiation skills.
  • Strong computer skills including spreadsheets, data base management, report writing, and presentation skills
  • At least one of the following valid and current certifications/licenses is preferred: (must be valid at the time the posting closes and are to be submitted with your application):
  • Registered member of Engineers & Geoscientists of BC as an EIT with a minimum three to five years of demonstrated relevant experience;
  • Registered member of the Applied Science Technologists & Technicians of British Columbia or eligibility for immediate registration with a minimum of three to five years of demonstrated relevant experience; or
  • Project Management Professional (PMP) Certification with a minimum three to five years of demonstrated relevant experience.
  • Must have a valid Class 5 BC Drivers\' License and be willing/able to travel throughout the province as needed.
  • Must have a genuine compassion for animals and philosophical harmony with the mission and vision of the BC SPCA.
The BC SPCA compensation structure is based on external benchmarks and is regularly reviewed. Starting placement on the range for this position will be commensurate with the successful candidate\'s experience.
