Job Description


The Project Leader (PL) is responsible for supporting the Project Manager by leading the delivery of medium-risk projects characterized as having many work packages and interfaces. This includes primary support for delivery and execution, reporting, risk management, and closure. The PL role will involve interaction with both internal and external stakeholders, as well as oversight of contractors.

The Stored Liquid Waste PL will be a key member of the project team whose mandate is to deliver on the requirements for dispositioning legacy radioactive liquid waste as part of the Stored Liquid Waste (SLW) project. The SLW project is in place to retrieve and process the legacy liquid waste inventory currently held at CRL, and successful implementation will include completion of a series of upgrades to structures and equipment necessary to maintain the Waste Treatment Centre facility Operational for the remainder of its life. The PL will interface with facility staff, project support, project management, and contractors as required to be successful

What you will be doing:
Using general knowledge of business and management principles is involved in project planning, budgeting and resource allocation, through discussions with internal clients to define the scope of the project, deliverables and timing.
o Approves project scope of work and determines project priorities and division of responsibilities.
o Secures seconded resources through resource/functional managers to execute the project.
o Establishes and controls the project scope and manages the risks. This includes proper management of deliverables within estimated timeframe and notifying management of issues which could potentially impact the cost and timing of the project.
o Establishes and administers project budgets and schedules and approves changes to scope of work within project management guidelines.
o Authorizes project expenditures, i.e. purchase orders, invoices and expense claims; within limits of delegated authority.

Reviews the project with the Project Team and regularly meets with the Project Team for updates on deliverables against plan. Motivates team members to meet quality, scope and cost constraints.
o Manages and reports on project performance to clients, management and other stakeholders.

Interfaces with representatives of the Facility and Facility Subject Matter Experts to deliver on upgrades necessary to meet both facility and project requirements
o Understand project requirements to ensure a reasonable and efficient scope is achieved through execution of the project
o Engage facility staff to achieve project requirements within an operating facility

What we are looking for:
Education:

  • Honours Bachelor in Engineering or Science from a university of recognized standing.
  • Or membership in an engineering or scientific professional organization authorized by statute to establish qualification for membership in that organization.
  • Or an alternative qualification is a certificate from the Project Management Institute
Experience:
  • 5 to 10 years progressively responsible project experience, or equivalent combination of education and experience related to plant or facility operations, engineering or large construction projects.
  • Has experience and resulting knowledge of applying nine project management knowledge areas (Scope, Cost, Time, QA, Communications, Human Resources, Risk, Procurement, Integration) to smaller, low-risk projects.
  • Has knowledge gained through experience in one or more of the typical phases of a project lifecycle (e.g., Project Definition, Concept Development, Detailed Design, Construction, Commissioning, and Decommissioning phases) is required. Within each phase, knowledge and experience in applying the processes for initiation, planning, executing, controlling and closing is necessary.
  • Has experience following and documenting the Integrated Work Control, (IWC), procedures
  • Experience with work execution in an operating industrial water treatment facility is considered a strong asset
Abilities and Skills:
  • General understanding of CNL\'s project safety, design, risk review, and approval processes (Safety Review Committee, Office of the Chief Engineer Design Review) in relation to their application on lower to medium risk projects.
  • Good communication skills, both written and verbal.
  • Problem solving and negotiation skills to identify and facilitate solutions to complex problems based review of related information and interface with facility subject matter experts
Job/Industry Specific Knowledge:
  • The PL has general knowledge of formal quality management programs and an ability to apply these to the formulation and implementation of project plans, and awareness of federal licensing requirements, nuclear codes and standards and environmental regulations and standards and their application to the lower-risk projects that they are leading.
  • The PL should have general knowledge on supervising maintenance, installation, testing, and operation of different systems on a nuclear and/or industrial facility.
Security clearance eligibility required: Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat \xe2\x80\x9cStandard on Security Screening\xe2\x80\x9d and the \xe2\x80\x9cPolicy on Government Security\xe2\x80\x9d.
