JOB SUMMARY

Decommissioning and Environmental Remediation (D&ER) Engineering is responsible for the engineering associated with care and maintenance, decommissioning, demolition and decontamination of facilities at CRL, as well as supporting the engineering work for Douglas Point, Gentilly-1, NPD and the Infrastructure Development Group.

The Project Engineer reports to the Engineering Project Manager, D&ER Engineering and is responsible for the oversight and execution of Design Engineering work delivered by External Engineering Agencies. The Project Engineer works to ensure that the Design and Engineering performed by External Engineering Agencies for D&ER is transparent, coordinated, integrated and optimized. The Project Engineer will also support the planning and execution of projects including schedule development, statement of work preparation, review of drawings, review of work control packages, supporting staff and contractors executing decommissioning work, and providing technical expertise during implementation of field work activities at the site.

The Project Engineer ensures that the engineering work; including engineering assessments, design, production of engineering deliverables and related analyses is properly planned and executed in accordance with the applicable codes and standards, regulatory requirements(LCHBK), CNL design engineering processes and design governance procedures.

DUTIES

The Project Engineer ensures that specific projects performed by External Engineering Agencies are planned and implemented in accordance with CNL's policies, procedures and project management processes to meet customer requirements. The Project Engineer leads the delivery of the project's design and engineering deliverables. The Project Engineer will also support the planning and execution of projects including schedule development, statement of work preparation, review of drawings, review of work control packages, supporting staff and contractors executing decommissioning work, and providing technical expertise during implementation of field work activities at the site.

Key activities include:

  • Ensure safety is paramount in all activities.
  • Provides technical support during the planning, design, work package preparation, and field work execution and project close-out activities required for several projects in the Infrastructure Development Group.
  • Provide oversight of the engineering work and technical deliverables by External Engineering Agencies; working with D&ER Engineering and Project Execution teams to ensure technical quality, budget, schedule and management of scope changes.
  • Supporting the Engineering Project Manager in ensuring that suitable skilled, qualified and knowledgeable resources are assigned to CNL Engineering contracts, verifying the quality of technical work and managing the scope of engineering work.
  • Developing and preparing technical specifications/documents and Scopes of Work; Simplified Design Plans (SDPs), Project Execution Plans (PEPs) and Engineering Oversight Plans (EOPs).
  • Assisting in the selection of design participants and in the award of design contracts.
  • Participating in leading IDG engineering activities and assessing the design in progress, including the review of key design documents to verify that design requirements are met.
  • Participating in preparing submissions of key technical and safety-related documents to the Delegate Design Authority or Chief Nuclear Engineer for review.
  • Identifying, assessing and initiating changes relative to the project scope statement in accordance with project change control procedures
  • Interfacing with design participants, decommissioning engineers and technical staff to provide technical support during all phases of the project, as required in order to meet project objectives.
  • Monitoring and reporting on project/portfolio compliance and progress.
  • Interacting with a diverse group of CNL staff (i.e. Directors, Managers, Program Authorities, Program Managers and Project Managers).
  • Establishing and maintaining a strong and effective customer relationship.
  • Support management in annual operational planning including development of operational plans/planning documents.
  • Participating in the creation of processes for the Engineering department.
  • Periodically reviewing requirements, processes and standards to ensure continuous improvements.
QUALIFICATIONS
  • Bachelor (Honours) in Electrical Engineering from a university of recognized standing or membership in an engineering or scientific professional organization authorized by statute to establish qualification for membership in that organization.
  • Up to 10-15 years of experience in Engineering, Construction and/or decommissioning.
  • Possession or in the process of acquiring designation as a Professional Engineer with Professional Engineers of Ontario (PEO).
  • Possession or in the process of achieving PMP/AACE certifications would be an asset.
  • Demonstrated knowledge of CSA Z-462, CSA-Z-463, IEEE-1584, IEEE-519, IEEE-80
  • Candidates must have demonstrated experience in working with multi-disciplinary subjects/topics involving organizing, planning, coordinating, assessing, analysing and presenting information and ideas.
  • Knowledge of CNL Engineering processes and procedures such as Contracts and Contractor Management, Oversight of Engineering Agencies and Engineering Change Control.
  • Experience in MS Project, MS Planner
  • Experience in developing and writing business plans, reports, presentation packages, graphs, and briefing notes.
  • Experience with decommissioning and environmental remediation an asset.
  • Highly self-motivated and flexible relative to work assignments. Comfortable performing duties based on broad general direction and minimal oversight and willing to work cooperatively with others. Possess excellent oral and written communication skills and be able to interface with peers in other company organizations.
  • Ability to work effectively with personnel of varying disciplines in order manage relationships with other CNL Departments.
  • Some knowledge of CNL's practices, organization, Quality Assurance processes and radiation protection (RP) standards & practices is an asset.
