Job Description

Under the direction of the Asset Management Engineer, the Project Engineer specializes in asset management and fulfills the role of Investment Planner. The purpose of this position is to guide the development of methodologies, strategies and metrics that enable alignment of asset management initiatives, project performance and risk management processes. The Investment Planner will guide the Department in developing robust, transparent and defendable data-driven investment plans that consistently deliver established customer service levels at an acceptable level of risk while minimizing lifecycle costs. This includes lifecycle costing and analysis of departmental assets, developing asset management plans, overseeing investment planning documentation and processes, and state of the infrastructure reporting. This position will also administer capital asset management related projects.

As the

Project Engineer - Asset Management,

you will:


Develop the Department's Asset Management Plans to enable alignment and improvement of planning, performance management and risk management processes. Measure, evaluate and report on Asset Management Plans in terms of meeting service delivery targets, financing strategies and asset performance.

Develop, manage, and report on Department's Level of Service models, targets and performance to support the optimization of operations, maintenance resources, and capital expenditures ensuring defined service level targets are met. Provide support and direction in the development of project business cases including need identification, project option evaluation, basis of estimate verification and benefit realization as part of the Department's investment planning process. Support the development of a robust, transparent and defendable capital investment plan across all service areas by linking level of service targets, asset performance, financial and economic forecasts, and strategic needs based on growth, regulations and risks to service.

Develop and implement a benefits realization framework to ensure investment decisions are tied to measurable financial and non-financial benefits.

Develop communication documentation and procedures to support the Departmental asset management initiatives and plan communication strategies for change management. Work with capital, operations and information technology groups to identify and develop processes for information management across the Department to optimize data-driven decision making. Plan, develop and implement decision-making strategies, methodologies, criteria and metrics that support evaluation and prioritization of capital and operating investments for asset management projects, and alignment of asset management objectives from the corporate to the tactical level.

Administer all aspects of assigned asset management related capital projects in conformance with aims, goals, policies, and objectives of the organization.

Ensure that projects are completed within the approved budget and schedule.

Identify, analyze and respond to project risks.

Make effective use of people and resources required for, and involved in projects.

Ensure that the project will satisfy the technical, financial and organizational needs for which it was undertaken.

Perform other related duties, consistent with the classification, as required/assigned.

Your education and qualifications include:




Bachelor of Science Degree in Engineering.

Asset Management and Project Management education and or certification is preferred.

Minimum five (5) years' related experience.

Must possess project management and municipal asset management skills.

Ability to work under stressful situations to accommodate time limits and program changes.

Understanding of accounting principles and a sound knowledge of asset and project management principles.

Excellent analytical, problem solving and decision-making skills. Demonstrated leadership capabilities and the ability to direct staff and effectively plan and schedule work.

Ability to work independently and in a team environment.

Demonstrated ability to communicate effectively both verbally and in writing.

Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard.

Familiarity with materials, methods, and techniques as applied to the condition assessment of municipal services and structures. Must have a thorough knowledge of the occupational hazards and the safety precautions and regulations that are applicable to the position's work area.

Proficient using a variety of computer applications, specifically Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Visio and SharePoint).

Must possess and maintain a valid Class 5 Manitoba Driver's License. The successful applicant will be required to provide a driver's notice in force document upon request.

* Professional Engineer designation and registered with Engineers Geoscientists Manitoba (E.G.M.).
