Job Description

Under the direction of the Asset Management Engineer, the Senior Project Engineer is responsible for the execution, completion and implementation of Asset Management capital projects and leads the Investment Planning process. The Senior Project Engineer will guide the Department in developing robust, transparent, and defendable data-driven investment plans that consistently deliver established customer service levels at an acceptable level of risk while minimizing lifecycle costs. This includes lifecycle costing and analysis of departmental assets, developing asset management plans, overseeing investment planning documentation and processes, and state of the infrastructure reporting.


As the

Senior Project Engineer,

you will:


Initiate, lead, and execute projects to advance the City of Winnipeg corporate Asset Management Initiative. Lead the development of the capital investment plan for the Department and act as subject matter expert for the investment planning process.

Lead in the development of the Department's Asset Management Plans to enable alignment and improvement of planning, performance management and risk management processes. Measure, evaluate, and report on Asset Management Plans in terms of meeting service delivery targets, financing strategies and asset performance.

Administer all aspects of assigned asset management related capital projects in conformance with aims, goals, policies, and objectives of the City.

Administer human resources.

Administer capital budgets and expenditures.

Administer project schedule.

Disseminate and receive project and Program information.

Acquire goods and services from outside organizations.

Develop, initiate and administer risk management procedures.

Coordinate project execution, approvals and implementation.

Perform other related duties consistent with the position as assigned.

Your education and qualifications include:




Bachelors of Science Degree in Engineering.

Further education in Asset Management is preferred Several years prior experience in a field directly related to the duties of the position.

Must have knowledge of project management processes and procedures, including project accounting and cost management, scheduling, resource management, risk management, dispute avoidance and dispute resolution.

Must be familiar with relevant municipal government policies and procedures, including City Asset Management Policy, City Asset Management Program and the City Investment Planning process.

Must be familiar with municipal Asset Management principles.

Must have strong problem solving and analytical abilities.

Must have strong interpersonal skills, including leadership, and ability to work in teams, facilitate teambuilding, conduct meetings and strong negotiation skills.

Demonstrated ability to communicate effectively both verbally and in writing. Must be proficient at technical writing. Must have basic computer skills, including keyboarding, word processing, and spreadsheets.

Demonstrated ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard.

Must possess and maintain a valid Class 5 Manitoba Driver's License. The successful applicant will be required to provide a driver's notice in force document upon request.

* Professional Engineer designation and registered with Engineers Geoscientists Manitoba (E.G.M.)
