Responsible for all Project Document Management requirements for the project with support from O&AS Functional Management. Ensures project document management, records management, and office administration meet the requirements of Bechtel, its clients, partners, and regulatory/legal entities. Routinely interfaces directly with project managers, project partners, clients, subcontractors, site construction managers, project field engineers, field personnel and functional management. Responsible for coordinating staffing requirements for project document management and administrative positions at project locations with functional management. Responsible for the functional direction and guidance of document management and administrative personnel assigned to the project and at jobsite locations. Overtime may be required, and the work schedule is subject to change.
Job duties and responsibilities may include, but are not limited to:
Plans, controls, and directs the activities of the document management/administrative personnel assigned to the project.
Provides guidance to ensure effective document management coordination is maintained between the home office and field personnel, and between Bechtel, its clients, partners, and subcontractors.
Monitors work to ensure effective implementation of procedures.
Support the implementation and use of the customers approved Electronic Content Management System (ECMS).
Develops, implements and interprets document management and administrative procedures.
Conducts formal training sessions relating to the use of document management procedures, tools, and Bechtel policies/procedures to document management/administration and the extended project team as necessary.
Participates in candidate selection for document management/project administrative positions. Trains and evaluates assigned employees.
Directs the training and professional development of document management and administrative personnel assigned to the project.
Maintains project training records.
Develops and monitors project budgets for document management/administrative support.
Responsible for the development, coordination and issuance of retention plans and project turnover procedures.
Ensures final closeout and retention of project records.
Conducts functional audits and assessments for activities executed in the area of document management/administration.
Job Knowledge:
Excellent verbal and written communication skills.
Knowledge of Bechtel, industry, and regulatory standards for document management/record keeping.
Strong working knowledge of ECMS implementation on a project or in a department.
Knowledge of computer programs for document management/records management, archival, retention and storage.
Knowledge of budgeting and cost monitoring.
Knowledge of the Bechtel organization structure, functions, policies and procedures.
Strong organizational skills.
Familiarity with quality assurance requirements.
Qualifications and Skills Basic Qualifications:
Minimum 12 years in a supervisory role managing a Document Management team.
Minimum 5 years of recent engineering/construction project experience in the configuration and management of a document management/records management program through all phases of the records program.
Level One: Minimum of 12 years of engineering/construction project experience in the configuration and management of a document management/records management program through all phases of the records program.
Level Two: 14+ years of engineering/construction project experience in the configuration and management of a document management/records management program through all phases of the records program.
Must have the right to work and remain in Canada throughout the duration of the assignment. *Canadian National/PR preferred.
Must be able to obtain a valid Canadian driver\xe2\x80\x99s license for travel to the various jobsites as needed. Must also have a safe driving record.
Must be able to travel domestically with short notice.
Demonstrated experience in defining and developing work processes and procedures in a collaborative records / informational environment (with partners and/or clients).
Proficiency in the development of processes and procedures.
Experience conducting procedural assessments of implementation and compliance.
Must be able to develop and maintain professional and effective interfaces with clients and other entities.
Must be able to develop workflow processes.
Must be able to work overtime with little or no notice.
