The Municipality of Chatham-Kent has an opening for a temporary full-time of Project Coordinator - Public Works (Telecommunications Projects) in the Public Works division. This temporary full-time opportunity is for a period up to February 2027.Job descriptionThe Project Coordinator - Public Works (Telecommunications Projects) assists the Public Works Department with the review, approval, and inspection of small and large municipal telecommunications consent applications under the Accelerated High Speed Internet Program (ASHIP). This position would also assist with the review, approval, and inspection of all other Telecommunications projects within the Municipality of Chatham-Kent in accordance with standard specifications, policies, and regulations.Essential responsibilities

  • Demonstrate Chatham-Kent's core values and competencies.
  • Assist the Manager of Public Works with the review and approval of technical submissions for proposed telecommunications projects throughout the Municipality.
  • Assist the Manager of Public Works with the issuance of Municipal Consent (MCs) and Road Occupancy Permits (ROPs) related to telecommunications projects.
  • Assist with the administration of Municipal Access Agreements (MAAs) with Internet Service Providers (ISPs) under the Telecommunications Act.
  • Respond to and assist with resolving public complaints related to telecommunications infrastructure within the right-of-way (ROW).
  • Be an active participant in the Municipality's Utility Coordination Committee.
  • Perform field studies, site/construction inspection, construction observation.
  • Performs assessments of infrastructure and project tasks under the direction of the Manager of Public Works and other team members in the Public Works Department.
  • Assist ISPs, consultants, and contractors with securing Data Use Agreements (DUAs) related to telecommunications projects in Chatham-Kent.
  • Assist with the preparation of specifications and reports including the preparation of contract documentation for the procurement of tender and proposal bids as required.
  • Operate survey equipment including GPS, total station, automatic measuring devices, transits, and levels to check and collect field information.
  • Assist with design and the preparation of drawings in AutoCAD.
Essential qualifications
  • Degree or Diploma in Civil Engineering or related field.
  • Six (6) months to two (2) years of related experience.
  • Experience with the review of technical engineering drawings, specifically related to telecommunication projects.
  • Experience using survey equipment including GPS, total station, automatic measuring devices, transits and levels.
  • Knowledge of the Municipality's responsibilities under the Telecommunications Act and the Building Broadband Faster Act is considered an asset.
  • Experience with infrastructure data (sidewalks, pavement, railway crossings, guiderails, underground infrastructure, etc.) is considered an asset.
  • Experience performing field/site inspections is considered an asset.
  • Familiarity with the Ontario Traffic Manual Book 7- Temporary Conditions is considered an asset.
  • Excellent computer skills in AutoCAD 2007 or higher, ArcGIS and knowledgeable in the use of total station and GPS equipment is considered an asset.
  • Strong computer skills including Microsoft Word, Excel, PowerPoint, email, and internet (or other similar software programs).
  • Working knowledge with Cityview Portal software is considered an asset.
Other qualifications
  • Experience in a municipal or other government setting is considered an asset.
  • Experience with technical reviews of design submissions specifically related to Telecommunications projects is considered an asset.
Certifications, memberships, licenses
  • Certification through the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) or licensure through Professional Engineers of Ontario (PEO) is considered an asset.
Work environment/hours of work
  • This position works both indoors and outdoors.
  • This position works weekdays with occasional evening and weekend hours.

Although it is not mandatory to be vaccinated, it is highly encouraged.Driver's licence/vehicle requirementsBecause of the responsibilities, this position requires the successful candidate to have a valid class G (or higher) Ontario driver's licence; a driver's abstract will be conducted by the Municipality of Chatham-Kent. An acceptable driver's abstract will: be an original document and current (within the previous thirty (30) days); have no more than four (4) demerit points; have no more than two (2) convictions for the same offence; have no criminal code convictions; have no 'non-medical or administrative' license suspension in the preceding three (3) years; because this position may be required to drive their own vehicle, a reliable vehicle is also required.Background check requirementsSuccessful candidates will be required to complete a background check prior to commencement of employment.   • Walking: frequent walking on level surface.
  • Sitting: frequent sitting in chair and/or vehicle seat.

  • Lifting: frequent pushing - below shoulder, pulling - at or above shoulder (4.05 to 13.64 kgs or 10 to 30 lbs) (inspecting/working on sites).
  • Foot action: frequent one- and two-foot action.
  • Hands: frequent fine finger dexterity (movement), gripping, pinching, mousing.
BenefitsThis temporary full-time position has an hourly wage of $35.74 to $40.41 and will receive 15% in lieu of benefits (which includes group benefits, statutory & non-statutory holidays, and non-enrolment in OMERS) and 4% vacation pay.
