Position Purpose summary:
The Program Supervisor is responsible for managing the Bedford MacDonald House operations. The Program Supervisor is required to ensure that programs comply with The Salvation Army guidelines and policies and for the direct supervision of non-supervisory personnel by providing appropriate use of resources in keeping with The Salvation Army's mission.
Accountabilities:
Supervisory Duties:Work with the Program Manager and Executive Director to ensure the Bedford MacDonald House meets contractual, legal, and internal accreditation standards. Conduct regular staff meetings to review operational effectiveness, changes in policies and procedures. Liaise with community resources and encourage community involvement in programs, partnerships, and program development. In consultation with the Program Manager and Executive Director, recommend, develop, and implement policies and procedures and ensure fiscal oversight of program. Direct and supervise staff, which include participating in recruitment, selection, orientation, training, performance evaluation (PEAC) etc.; develop strategies and recommendations for employee development. Have input into discipline or termination decisions or provide advice and guidance within the established guidelines. Ensures that all employees maintain any mandatory training or certification; identify any training needs and report to the Program Manager or designate. Regularly review and revise, if necessary, the effectiveness of the client intervention/case management system and program efficiency for the Bedford MacDonald House. Work with case management staff to ensure the referral of clients to appropriate agencies; develop and monitor programs to ensure measurable outcome effectiveness. Demonstrate an understanding of the psychological and social dynamics of working with individuals who have diverse needs and interests. Complete payroll supervisory functions in Workday inclusive of approving vacation, sick time, time sheets, etc. for staff where applicable. Ensure & monitor staff and client safety practices in compliance with health and safety standards, and prepare, submit and act on incident reports; provide calming intervention as required ensuring the safety of everyone. Ensure that proper procedures are followed in the event of a workplace injury or illness, conducting incident investigations when required. Responsible to report any serious infractions or problems in accordance with policies. Receive and resolve all client and community complaints in dialogue with management as necessary and specifically regarding Bedford MacDonald House. In consultation with the Program Manager and Executive Director, provide oversight with direction/assistance from Territorial Headquarter Employee Relations to WSIB claims and other health and safety matters as required, participate in the supervision of Early and Safe Return to Work plans where applicable. Supervise staff to provide 12/7/365 Bedford MacDonald Shelter service. Supervise staff overnight to provide 12/7/365 Shelter Support Line service. Undertake other duties as required relevant to the work of The Salvation Army.

Internal:Management and oversight of Bedford MacDonald House Relationships and oversight of Bedford MacDonald House and Shelter Support Line Clients overnight

External:Relationships with community partners Provides assistance to clients of The Salvation Army

MANAGERIAL/Technical Leadership RESPONSIBILITY:This position reports directly to the Program Manager. Manages the Bedford MacDonald House. This position manages all staff and volunteers of Bedford MacDonald House.

FINANCIAL AND MATERIALS MANAGEMENT:Expenditure approval authority within Ministry Unit procurement guidelines. Orders food and supplies from some store accounts.

WORKING CONDITIONS:Work environment, in the Bedford MacDonald House. Some disagreeable conditions include handling garbage, cleaning, odour, dealing with angry people, verbal abuse, stress caused by large responsibility level. Requires regular use of computer. Requires being able to lift up to 20 pounds. Requires considerable mental effort.

The above responsibilities must be discharged in accordance with The Salvation Army's Mission Statement, in a professional manner, exemplifying Christian standards of conduct.
Education, Qualifications and Certifications:Completed an Undergraduate University Degree in a Social Service program or equivalent. Completed Criminal Record Check with Vulnerable Screening. Safe Food Handling and First Aid/CPR Certifications are required. Non-violent crisis intervention training would be an asset.

Experience and Skilled Knowledge Requirements:Minimum of three (3) years of prior related experience, including experience in specialized social service programs, supervision/management and working with marginalized clientele.

Skills and Capabilities:Develop an understanding of the Mission of The Salvation Army in Canada and its implications as related to position responsibilities. Represent the organization in a professional and engaging manner. Ensure compliance with policies and procedures as it relates to external funders. Responsible to work in compliance with the Prince Edward Island Health & Safety Act and Regulations Treat the property of The Salvation Army with due care and caution. Lead by example, demonstrate a positive attitude, a strong work ethic, and a willingness to learn and be flexible in the face of change. Knowledge of community-based resources and experience networking with government and social service agencies. Strong organizational skills with the ability to complete assignments and meet deadlines with minimal supervision. Proficiency in the use of computer programs such as Word processing, Spreadsheets, Databases, E-mail and Internet etc. Work cooperatively and effectively with others to set goals, resolve problems, and make decisions that enhance organizational effectiveness. Valid PE Class "G" Driver license, a current driver's abstract that is satisfactory to The Salvation Army, in its sole discretion, is required. Screening through The Salvation Army Abuse Registry. NOTE: An alternative level of education and experience may be considered.

"All Shelter shifts are 12 hours overnight awake, with staff following a rotating schedule that alternates between a 48-hour week and a 36-hour week. This results in an average of 42 hours per week over a two-week period (84 hours bi-weekly)."
Compensation:
The target hiring range for this position is $47,057.64 to $58,822.05 with a maximum of $70,586.46.
Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
