JOB SUMMARY



The mandate of the Paramedic Service is to deliver sophisticated medical treatment to all residents and visitors of Ottawa for life-threatening medical emergencies including heart attacks, strokes, and respiratory and traumatic injuries.
You are responsible for carrying out a range of analytical activities related to operational and/or clinical information. You contribute to report writing and develop reports and presentations for senior management to support branch management decision-making and the delivery of the paramedic service in the community. You also design, analyze and maintain databases and related information systems.

EDUCATION AND EXPERIENCE



Completion of 4 year university degree in Business Administration, Computer Science or related field
Minimum of 3 years of experience applying research methods and assessing data quality
Education related to health sciences is desirable

CERTIFICATIONS AND LICENCES


Certified in Health Information Management (CHIM) designation with the Canadian College of Health Information Management (CCHIM) and/or member of the Canadian Health Information Management Association (CHIMA) is an asset

KNOWLEDGE


Research and data collection techniques, data synthesis, validation and analysis methods and techniques Quantitative & qualitative methods and statistical analyses Database design/construction Performance measurement, benchmarking and best practices principles, as well as outcome-based management techniques Evidence-based paramedic practise Understanding of information management tools and processes Knowledge of applicable health and safety legislation, including the rights and duties of workers.



Desirable Qualifications:
Knowledge of performance based paramedic services Knowledge and experience with ADDAS and Electronic Patient Care Record

COMPETENCIES, SKILLS AND ABILITIES


Ability to use SQL, Crystal and Cognos, as well as database table structure Ability to prepare descriptive and statistical reports with text, tables, charts and GIS map formats Strong programming language skills (data mining and program flow components) Strong technical and logic skills Ability to combine multiple tables/data sources configuring the joins appropriately Ability to use geographic information systems (GIS) such as ARCGIS 10 Ability to apply coordinate systems and related concepts (UTM/Lat/Long) Ability to work with large datasets to ensure data transfer Proficient in the use of Microsoft Office: Word, Excel, Outlook, PowerPoint, and Access Ability to prepare research proposals and research papers Excellent interpersonal, written and verbal communication skills Ability to judge appropriate level of analysis for questions Ability to use statistical analysis software Comfortable working with all levels of the organization; develops and maintains collaborative working relationships with key partners and stakeholders Works with precision and accuracy; detail oriented Conscientious, problem solver Responsive to requests of others; client focused Self-directed, innovative and able to work with minimal supervision while working effectively within a team Strong integrity and commitment to achieving results Interest in continuously learning, assimilating and using new information Consistently demonstrates the Values of the organization

WHAT YOU NEED TO KNOW


Language Requirement: English oral, reading, writing Police Record Check: The successful candidate will be required to complete a Criminal Records and Judicial Matters Check (Level 2) with the Police Services detachment in their jurisdiction to the City of Ottawa's satisfaction.
