Position Summary:
The Program Manager reports directly to the Director of Operations and is responsible
for the overall leadership and management of S.P.I.K.E.'s day programs and Supported
Independent Living (SIL) services. This includes oversight of SIL staff, and evening life
skills programming that utilize the same resources and locations as day services. The
Program Manager ensures programs are designed and delivered in ways that empower
individuals to achieve their personal goals and desired outcomes. Additionally, the
Program Manager contributes to the agency's financial health and ensures policies and
procedures are implemented in alignment with S.P.I.K.E.'s mission and values.
Key Responsibilities:
Organizational Leadership
Provide ongoing leadership by promoting S.P.I.K.E.'s mission, vision, and core values.
Ensure adherence to Manitoba Family Services and Housing standards, policies, and
procedures, including those specific to SIL services.
Foster a positive and supportive work environment for staff across day programs and
SIL operations.
Align resources to support the individuals served by S.P.I.K.E. in both day and
residential services.
Program Leadership
Lead the development, implementation, and evaluation of day programs and SIL
services, ensuring they meet the needs and goals of individuals served by S.P.I.K.E.
Act as a resource for addressing client support, residential, and service delivery
issues.
Coordinate formal program evaluations to assess outcomes and service effectiveness.
Supported Independent Living (SIL) Oversight
Provide leadership and operational oversight of S.P.I.K.E.'s Supported Independent
Living programs, including SIL staff supervision.
Ensure SIL services promote independence, choice, dignity, and community inclusion
for individuals supported.
Oversee staffing models, scheduling, and service delivery to ensure safe, consistent,
and person-centered supports.
Ensure SIL programs comply with all applicable legislation, licensing requirements,
funding agreements, and standards set by Manitoba Family Services and Housing.
Address residential concerns, incident management, and risk mitigation in
collaboration with staff, individuals served, and their support networks.
Support continuous improvement of SIL services through evaluation, feedback, and
best practices.
Oversee the design and implementation of evening life skills programs that use the
same locations and resources as Day Services, ensuring integration and continuity
between programs.
Strategic Planning
Work with the Executive Director and Director of Operations to develop and implement
strategic business and organizational plans.
Identify opportunities for program growth and improvement in both day services and
SIL, ensuring alignment with the agency's mission and long-term goals.
Policy and Procedure Administration
Oversee the development and administration of organizational policies and procedures
related to day services and SIL.
Ensure staff are aware of and comply with all relevant policies.
Recommend changes to policies to improve day-to-day operations and long-term
success.
Financial Oversight
Contribute to the financial health of S.P.I.K.E., safeguarding the organization's assets.
Assist with budgeting, cash management, payroll, and financial reporting related to
day programs and SIL operations.
Advocacy and Community Engagement
Advocate for justice, inclusion, and full community participation for the individuals
served by S.P.I.K.E.
Ensure that S.P.I.K.E. empowers individuals to achieve their personal outcomes
across all services.
Public Relations and External Relations
Build and maintain positive relationships with community partners, funding bodies,
landlords, and external agencies to support SIL and day programs and enhance
S.P.I.K.E.'s public presence.
Administrative Oversight
Oversee administrative functions, including union negotiations, property management,
transportation, and records management.
Ensure compliance with legislative and legal requirements.
Perform additional duties as assigned by the Executive Director/Director of
Operations.
Training and Development
Provide ongoing coaching, mentorship, and professional development opportunities for
team members in both day services and SIL programs.
Foster a learning culture by identifying training needs, creating resources, and
facilitating both in-person and virtual training sessions.
Evaluate the effectiveness of training programs and make improvements as needed.

Qualifications:
Education: Disability and Community Support, Recreational Therapy, or related field.
