Contract Summary



Reporting to the Executives of the Terrace Medical Staff Association, the Program Manager will be responsible for the strategic and administrative needs of the MSA, the organization that supports the physicians, midwives, and nurse practitioners who provide care at Ksyen Regional Hospital.

The Project Manager supports the management of engagement activities, budgeting, proposal preparation, evaluation and accountability reports. This is done with a focus on improving collaboration between the Medical Staff Association and the Health Authorities, consistent with the goals of the Facility Engagement Initiative.

While some work can be completed remotely, the successful candidate will be able to support in person and on-site frequently. The expected pay range for this contract role will be between $50 and $60 per hour, commensurate with experience. This is a part-time contract, requiring 15-20 hours per month.

Key Responsibilities and Duties



At the direction of the Terrace MSA Executive, the Project Manager:

1. Supports strategic and governance activities



Supports the development and implementation of structures, processes and programs that support the MSA to prepare to meet their funding criteria as per the Memorandum of Understanding: Regional and Local Engagement. For example, drafting a strategic plan in discussion with the executive. Assists with the preparation and implementation of governance, operational structures and processes in alignment with the provincial Facility Engagement Initiative, as appropriate. Provides direct support to the MSA in developing effective engagement processes, opportunities, and lines of communication among the medical staff of Ksyen Regional Hospital, e.g. engagement activities, events, site visits.

Provides secretariat support to the MSA Executive and other engagement activities or committees.



Coordinates and schedules meetings of the MSA, and meetings between the MSA (or its representatives) and the Health Authority. Provides administrative and corporate governance support for meetings of the MSA and meetings of directors, including preparation of meeting packages, agendas, briefing and discussion documents, minute-taking for meetings, and arrangements for meeting logistics (food order/room bookings).

Manages engagement projects and activities



Coordinates the vetting and approval of submitted projects/initiatives; analyzes data; researches and advises on complex issues. Serves as Project Manager as needed for engagement projects. Tracks the progress of all projects, reporting back to leadership on areas of challenge and success. Makes connections within the Health Authority to ensure project buy-in and sustainability. Evaluates projects and shares results with medical staff and local and provincial partners. Leads relationship-based aspects of medical staff on- and off-boarding on behalf of the MSA

4. Supports the financial administration of the MSA



Uses proprietary software to process and track financial transactions, as well as monitor spend to allocation. Works with the Treasurer to develop and monitor the budget on an ongoing basis. Ensures adherence to FE Funding Guidelines and financial best practices. Tracks and prepares reports on the major areas of activity and project progress relating to physician engagement. Facilitates the administration of contracts and agreements with local structures and other resources as required.

5. Supports effective communications for the MSA



In partnership with the Executive, develops and implements a communications plan for the MSA. Develops and maintains the MSA's Membership List, as well as the privacy policies surrounding it. Communicates with and among the members, directors and Health Authority Partners, as required to follow up on action items and develop strategies to address issues. Attends MSA meetings, meetings with Health Authority Representatives, and Ksyen Regional Hospital Medical Staff events.

6. Liaises with Doctors of BC



Ensures site follows Facility Engagement and FESC processes, procedures, and reporting, and any other guidelines as appropriate. Communicates and liaises with the Engagement Partner. Collaborates with the Engagement Partner to complete the required annual review process.

Skills and Qualifications



Ideally, 5 to 10 years' experience or an equivalent combination of relevant education (master's or bachelor's degree) and experience. Candidates with less than the requested education and experience who offer strong organizational skills and a learning mindset are encouraged to apply.

Strong knowledge of health regions and acute-based health care services. Experience working with physicians and health authorities preferred.

Demonstrated leadership skills with experience in leading complex change.

A solid track record in engagement and experience working with multiple partners and groups.

Experience with quality improvement and evaluation.

Diplomatic problem-solving and conflict resolution skills.

Excellent judgment in setting priorities, identifying issues and determining action required.

Exceptional presentation, communication, facilitation, and relationship-building skills.

Strong financial management skills, including budgeting.

Organized, resourceful and efficient with an outstanding attention to detail.

Project and budget management experience.

Demonstrated ability to handle multiple projects, meet tight deadlines and work independently, as well as in a team environment.

Proven ability to multitask, as the position requires flexibility and adaptability.

Excellent computer skills (i.e. Microsoft, Google suites) and comfortable learning new software.

Valid driver's license and access to a car required.

Evening and weekend meetings may be required.
