The City\'s telematics program will leverage data collected from City-owned vehicles to transform processes and practices related to areas including fleet utilization, maintenance cycle optimization, safe vehicle operation, effective contract management, and new sustainability initiatives.

This is an exciting opportunity for a seasoned people leader with extensive experience implementing system-wide change initiatives, executing complex projects with multiple internal and external stakeholders and focused on team building and meaningful stakeholder engagement.

With the largest municipal fleet in Canada and one of the most complex fleets in North America, the City of Toronto relies on the Fleet Services Division to provide responsive, efficient fleet management services to City divisions, agencies and corporations that maximize safety and environmental sustainability.

What you\'ll do in this role

As a Program Manager, your duties will include, but not be limited to:
  • Manages the development and delivery of a strategic, comprehensive, centre led telematics program within Fleet Services and relevant City divisions, agencies, and corporations
  • Supervises, motivates, mentors, and develops a team of diverse professionals, ensuring effective teamwork, high standards of work quality, and continuous improvement
  • Work with other professionals within Fleet Services and client divisions to develop innovative data-driven programs that will guide transformational change, particularly around safe vehicle operation
  • Develop an asset management plan with accompanying policies and processes to manage the full life cycle of city-owned telematics devices
  • Work with staff to develop policies and processes related to the use of telematics data within operations and planning
  • Execute regular strategic planning processes with key stakeholders to develop key priorities and activities for the telematics teams
  • Oversee contract management and coordination including building and maintaining relationships with key internal and external stakeholders
  • Develop financial and data analytics models to inform senior management of progress and track spending
  • Write communication materials including council reports, presentations, stakeholder consultation workshop guides, and reports
  • Advise and make recommendations to the senior management team within Fleet Services and other relevant senior leaders within the City of Toronto
What you\'ll need to succeed in this role
  • Post-secondary education in a professional discipline pertinent to the job function and considerable senior level experience in the management of complex, multi-stakeholder programs which require delivery under demanding timeframes and conditions, or an acceptable combination of relevant education and experience
  • Extensive expertise in stakeholder engagement, including the facilitation of key methods like consensus building and strategic planning workshops plus the ability to apply the collected data gathered in the creation of concrete recommendations and action plans
  • Strong knowledge of the following: applying an equity, diversity, and inclusion lens; anti-racism and anti-oppression approaches; environmental resilience and sustainability.
  • Experience applying change management strategies to systems change initiatives
  • Excellent report writing, communication (oral and written), presentation, interpersonal skills and ability to provide timely and comprehensive advice to senior management to assist in evidence-based decision making
  • Considerable experience, preparing reports, briefing notes, business cases, strategy and research papers
  • Extensive experience in strategic program and project business case development, cost-benefit analysis, industry analysis, and the development and implementation of associated strategies and policies - including the oversight and management of project teams delivering complex projects prioritized in related programs
  • Experience leading multiple and diverse projects and change initiatives including but not limited to; organizational performance and excellence, and continuous improvement programs geared at leveraging technology and data to reengineer and automate business operations. Proven track record of innovative and result oriented leadership and the demonstrated ability to promote and foster teamwork and success
  • Considerable strategic policy and project management experience in a related field - that includes briefing senior management, contributing to strategic planning, project planning and management as well as stakeholder engagement
  • Extensive experience in the development and implementation of policies and programs in the public sector, or equivalent experience with the demonstrated ability to clearly articulate and deliver on goals and objectives
  • Experience with financial management, budgeting and forecasting, including program/project financial planning and reporting
  • Highly developed relationship building and communication skills with the ability to establish effective working relationships with colleagues, senior leaders, key stakeholders in City divisions, and external stakeholders
  • Sound decision making, problem solving and conflict resolution skills, with a history of success demonstrating collaboration, innovation, organization, coordination, and planning skills
  • Ability to deal effectively throughout all levels of the organization, political representatives, consultants, and contractors, with a developed sense of discretion, judgement and political acumen to deal with sensitive and confidential matters
  • Ability to work independently, manage daily workload, set priorities and meet required deadlines with conflicting demands and changing priorities
