Program Manager

to lead the charge in shaping the future of flexible learning. As the Program Manager for the Centre for Continuing Education (CCE), you'll play a crucial role in planning and delivering a wide range of degree-credit courses.



The Program Manager plays a pivotal role in the strategic, daily, and long-term planning of the division's programs at the University of Regina. This position is responsible for managing and implementing the delivery of flexible degree credit courses and programs. Key responsibilities include planning, consulting, and recommending offerings for live-streamed, online, night, weekend, summer, and face-to-face courses at regional colleges. This role is critical to ensuring the unit meets its objectives of increasing student access to university education and achieving the Centre for Continuing Education's (CCE) revenue targets. This activity results in approximately 45,000 enrolments and over 1,000 courses administered annually.



As the CCE Flexible Learning Division operates on a revenue-generating model, the smooth delivery and success of flexible, distance, and online course offerings, overseen daily by this position, are essential to its revenue stream and the University of Regina's budget.




What You'll Do:


Strategic Planning:

Foster innovation and strategic initiatives to enhance flexible learning opportunities, including high school accelerated, online, live-streamed, blended, and face-to-face credit courses and certificates. Conduct program opportunity analysis to determine course and program needs and inform the DDLC committee on program gaps to guide course funding. Collaborate with internal and external partners to develop and deliver new programs. Recommending, contributing to new MOUs with external partners, including Regional College program agreements, and other external partners. Collaborate with Associate Deans and Department Heads.

Relationship Management:

Build and maintain relationships with external partners. Collaborate with internal and external partners to ensure course offerings meet needs. Contribute to recruitment, enrolment management, and strategic objectives. Serve as the main contact for Regional Colleges. Liaise with internal partners. Collaborate on MOUs for program development and delivery.

Operationalization and Administrative Oversight:

Operationalize and administer external and internal MOUs. Manage a course schedule of approximately 1,000 courses per year, considering enrolment patterns and regional colleges' needs. Oversee day-to-day operations of the Flexible Learning Division, including high school accelerated programs, statistical data collection, enrolment targets, revenue-sharing agreements, auditing, and cancellation planning. Process mapping to increase efficiencies. Continually review procedures to improve communication and streamline processes.

Financial Management:

Assist in developing the division's cost-recovery budget. Conduct financial forecasting and monitor cost-recovery to meet performance targets. Manage cancellation documents with Faculties to ensure revenue generation. Collaborate with faculties on a revenue-sharing model. Approve cross-subsidization with faculties. Approve TA use and hours.

Human Resources:

Lead a diverse team of CUPE and APT members, fostering collaboration and professional growth. Develop and manage performance systems, including setting expectations, evaluations, and feedback. Oversee employee development programs, identifying training needs, organizing workshops, and supporting professional certifications. Delegate and review duties as required.

Position Requirements

What You'll Bring to this Position:

Bachelor's degree; Minimum 5 years' experience in a university setting; Combination of education and experience may be considered.


Skills That Will Ensure Your Success in the Role:

Proficient computer skills and knowledge of current educational technologies; Ability to collaborate with various partners with the University; Ability to develop, maintain, and manage key relationships with external stakeholders such as School Divisions and Regional Colleges; Analytical and critical thinking skills to solve complex problem Experience working in a cost -recovery environment and flexible program delivery is an asset; Knowledge of gap analysis to analyze current inventory and develop new courses; Leadership skills to manage a team and to provide strategic direction; Strong interpersonal and communication skills; Excellent time management, organization, and multitasking skills in a fast-paced environment
Thorough understanding of cost-recovery budgeting

Physical Demands Pay Grade APT 5 Salary Range $69,655 - $94,007 Annually Status Permanent Work Hours
Monday - Friday 8:15 a.m. - 4:30 p.m. Some travel and irregular hours may be required.
