Job Description

The Program Manager is responsible for the daily operations of their Out-of-home Care Program i.e. group care, or staff-model home, Clients and Staff. This is specialized work providing direct support to all Youth Services Workers. The Program Manager also provides front-line services for clients including crisis intervention, emotional support, information updates and plans of care. The Program Manager brings a strength-based approach to excellence in service delivery and liaises with CAS Workers, Guardians, Parents, Ministry Representatives, Youth Connections Senior Management Team and other Stakeholders.

Under the direction of the Executive Director, General Manager & Program Coordinator, the Program Manager is responsible for the Out-of-home Care Program and assigned staff. The Program Manager must ensure that the program meets the Ministry of Community, Children & Social Services Out-of-home Care Service Provider Licensing requirements. The Program Manager is responsible for scheduling staff to meet the needs of their Out-of-home Care Program. The Program Manager shall provide direction and supervision to staff within this program to ensure consistency of standards and quality of client care. The Program Manager works effectively and efficiently with other members of the management team to ensure communication goals are achieved.

Key Duties & Responsibilities:



Program Management

Develops and coordinates the implementation, and evaluation of each youth's individualized program

Ensures the daily operation of the programs

Works in partnership with community organizations

Intervenes in individual or group situations

Ensures a safe, comfortable and welcoming environment for youth providing age-appropriate activities with adaptations as needed

Promotes behavioural change and personal growth of youth who are having difficulties coping as a result of social, emotional, or cognitive delays

Maintains accurate and current file records on all youth

Maintains awareness of community resources and gaps as well as the socio-economic and geographical make-up of the community

Consults with social workers, other professionals, and family when appropriate

Adheres to all Youth Connections Inc. policies and procedures and meets all legal, contractual, financial and other compliance requirements

Identify and report trends and priorities needed for youth in the community

Determines the gaps in service delivery and recommends strategies for improvement

Ensures that the programs and services are consistent with the Occupational Health and Safety Act

Ensures that the programs and services are effective in meeting the needs of all youth, and adhere to the organizational objectives of client care

Works collaboratively with other program staff

Develops and maintains an awareness of services and programs for youth in the region and refers clients when appropriate

Ensures implementation of policies, procedures and suggests development of others if necessary, during Senior Management Team Meetings

Manages program staff: including recruitment, hiring, training, guidance, coaching, supervision, facilitation of group meetings, development of work plans, as well as conducting performance evaluations

Ensures the management of staff holidays within the youth programs

Advises and gives support to staff when resolving problems

Ensures that all staff create a non-judgmental environment for program delivery

Ensures leadership by encouraging communication, participation and motivation while fostering a positive team environment

Encourages the professional development of program staff

Culturally competent practices and understanding of the impacts of colonization for Indigenous communities, families and individuals

Ensures staff coverage and appropriate ratios for safe program delivery

Participates in creating the budget for programs in consultation with the General Manager & Executive Director

Monitors and manages the program expenditures

Submits program reports by the due date

Ensures staff submit program reports by the due date

Ensures a safe filing system in accordance with the law for confidential documents related to staff and clients

Determines with the team the objectives for all youth programs

Actively participates in team meetings, professional development activities, staff retreat and other Centre activities

Performs other relevant duties

Supports the Mission, Vision and Values of Youth Connections Inc.

Preferred Qualifications:



Bachelor's degree in Social Work or equivalent degree in a related field

Minimum of 2 years' experience managing programs and staff

Minimum of 5 years experience working with youths

Capacity to work with people from diverse cultural backgrounds

Capacity to work efficiently within a multidisciplinary team

Strong ability to work independently

Excellent interpersonal and communication skills

Demonstrates an egalitarian philosophy and non-judgmental attitude (i.e. sensitivity to diversity, poverty and minority issues)

Strong computer skills

Available to work a flexible schedule, including some evenings and weekends

Available to be on-call during all program hours weeknights 24/7

Available to be on-call during all program hours on weekends, as part of an on-call rotational schedule 24/7

Working conditions:



This position works in a variety of environments including executing programs at multiple locations across the Durham Region including outdoors, community settings, community events, on-call and at the YC Office.

Physical Requirements:



Activities such as, but not limited to, walking, cooking, and various youth applicable sports

Ability to apply the authorized CPI physical intervention techniques as required

On-Call:



The Program Manager position requires a mandatory on-call role capacity. This was implemented to provide employee Program support during evenings & weekends.

On-Call Role Compensation: 2 vacation days & possible additional compensation as applicable based on SOR support

The number of scheduled On-Call shifts you must work depends on circumstances such as the number of available Senior Staff capable of assuming the role.

The On-Call role is to provide support to the staff and as such you are expected to:

1. Be available to take calls, provide direction and support the staff.

2. Assist with filing Serious Occurrence Reports as required.

3. Speak directly to clients in order to assist with difficult situations.

4. Locate staff to cover for unique circumstances such as staff illness.

5. Visit the Program residences to assist with more challenging situations.

6. If you cannot find a staff to cover a shift due to unforeseen circumstances, then the On-Call must work the shift. You will be compensated with lieu time equal to the time worked.

Note: In order to meet the above-mentioned conditions of On-Call you must be within a 30-minute drive from the Out-of-home Care Programs.
