We are looking for a dynamic professional to join our team as a Program Manager!

Raytheon ELCAN is looking for a dynamic, high performing leader with experience in program start up and execution for a wide customer base. Reporting to the Sr. Manager, Program Management, the Program Manager functions within the expanded PMO and Business Development team to support capture and execution of new / non-routine business opportunities and lead capture and execution of routine / repeat business opportunities. Exhibiting extensive knowledge of customer needs and requirements in the Optoelectronics market, the Program Manager will work in conjunction with the Regional Business Development Managers, Product Managers and Integrated Product Teams to capitalize on company strengths and will be accountable for leading repeat business integrated proposal teams to deliver winning proposals and transition to execution in a fast-paced, dynamic environment.

The Program Manager is assigned to large and/or complex programs, customer wide strategy development, and intelligence gathering. Assignments may include new platforms, programs with new or existing customers, or the introduction of new technology or accelerated development cycles. All quotes/captures and execution will be delivered in accordance with customer requirements and Raytheon policy.

Responsibilities Include:
Supporting program execution teams with a variety of activities such as pursuit and proposal activities, management of program execution, financial reporting, customer interaction/action item reporting, subcontract management support, material status, customer deliverable management, risk and opportunity management, and all levels of coordination with the core program team. This position coordinates activities across the Raytheon business model and requires collaborative working relationships with Operations, Engineering, Manufacturing, Sales, Contracts, Supply Chain, Quality, and Finance points of contact in various instances of onsite, hybrid, and remote environments. Successfully maintains continuity of customer relationships through all phases of capture and transition to contract award and program execution.

Primary Job Responsibilities:
Responsible for managing complex development and production programs and proposals.
Knowledge of industry practices and standards and use of professional concepts. Applies functional or technical principles, theories, and concepts.
Receives minimal instruction on day-to-day work assignments. Plans schedules and arranges own activities in accomplishing objectives.
Plans and manages project budgets and schedule using appropriate project management control techniques. This includes proactive EAC management in collaboration with Program Finance.
Manages and maintains an Open Issues List (OIL) for each project, while also ensuring the documentation of key milestones and target dates.
Addresses all customer Contract/GTC requirements.
Provides clear and concise direction to the Capture Team, Program Execution IPT and the customer to ensure alignment towards execution milestones. Oversees and administers all key process/function deliverables for a given project.
Drives a rigorous active Risk and Opportunity project register using all the various Raytheon ELCAN lessons learned and risk management tools, ensuring the program properly updates or retires R&O\xe2\x80\x99s during execution.
Networks with senior internal and external personnel in own area of expertise on issues.
Represents the organization as a prime customer contact on key issues.
The ideal candidate must be a self-starter and have experience of driving a cross functional team to deliver to tight timelines, while still being able to manage effective relationships.
Performs other duties as assigned.

Requirements & Key Competencies we are seeking:
Minimum \xe2\x80\x93 Bachelor\xe2\x80\x99s Degree in Engineering or Business Management or equivalent experience.
Established experience in project or business management using business performance management and reporting methodologies.
10 to 15 years\xe2\x80\x99 experience in full program/project life cycle starting from customer identification, bid development/assessment to product delivery and retirement for various types of projects/programs and sizes relevance to the various Mission Areas.
Experience of delivering programs to government agencies, commercial and non-government regulated industries.
A successful record of accomplishment in setting up and executing full lifecycle development programs.
Ability to help shape and produce winning bids in the target international customer community.
Strong leadership skills, proactive team builder who can motivate and lead by example.
Strong interpersonal skills and experience in developing effective, long-lasting relationships \xe2\x80\x93 internal and with customers.
Ability to take complex analysis and present/communicate it in a concise manner.
Excellent commercial and financial awareness, including a good understanding of risk and opportunity management, analytical reasoning skills and decision-making.
Be an innovative and creative problem solver.
Desire for continuous improvement in all areas of the business.
Strong negotiating and closing skills.
Experience in managing and motivating diverse teams in the delivery of innovative solutions.
Proven record of accomplishment leading system level product development.
A clear record of accomplishment that demonstrates process improvements in techniques, tools, approaches and personnel.
