BCIT’s Information Technology Services department is currently seeking a regular, full-time Program Manager for the Digital Transformation team. This role oversees large-scale multi-faceted and multi-year enterprise programs. Ensures programs are completed on time, within budget, scope and in adherence with quality standards. Communicates with stakeholders at all reporting levels across the Institute and inspires effective cross-functional team collaboration. Champions business transformation and innovation. The Digital Transformation team within the Information Technology Services (ITS) Department helps the Institute proactively identify and respond to changes in technology, industry and customer expectations. This includes partnering with our clients to understand and address their challenges and opportunities; designing optimal system and process experiences for, and with, our stakeholders; and providing the support required for our Institute to adapt to change. Our ultimate goal is to improve the teaching and learning outcomes for our 50,000+ students, as well as the experiences of our faculty and staff. We are seeking an experienced full-time Program Manager who is well-versed with technologies, processes and policies on cyber security, incident management, identity and access management, infrastructure architecture and cloud technologies (e.g. PAAS, IAAS, SAAS). This role will lead highly interdependent programs that require a solid understanding of compliance standards and data privacy legislation; change management strategies for stakeholder engagement and adoption; and strategy and framework development. Initial assignments likely to include, but not limited to: Zero Trust Program (IAM, next-gen firewall, device management, end-point protection and management, etc.), Cloud Transformation Program and Incident Management Framework.

Duties & Responsibilities
DUTIES & RESPONSIBILITES:

  • Oversees all stages of the program lifecycle including resource, scope, schedule, change management, communication, training, quality assurance, deployment, sustainment and contingency planning. Translates abstract concepts and strategic roadmaps into executable programs with well-defined projects. Works with Executive and Business Sponsors to define program scope, and associated goals and benefits.
  • Supports project managers and coordinators to clearly define and document project scope, approach and goals via project charters and project plans. Develops program reporting, team structure, sponsor and change agent framework and processes including: issue and risk escalation, decision-making and project change request. Ensures project charters, schedules, issue and risk logs and communication plans are in place for all projects within their assigned program.
  • Oversees program financial management including planning, estimating, monitoring, forecasting, reporting and budgets including but not limited to, staffing, professional services, competitive bid processes, contract and vendor management, licensing, and infrastructure investment.
  • Works with project and resource managers to build program and associated project teams by identifying and estimating resource requirements, and negotiating and securing cross-departmental resources. Clearly articulates roles, responsibilities and expectations for all program team members including sponsor(s) and advisory/steering committee members. Identifies and resolves issues and conflicts within the program team. Provides feedback on team members’ performance and leads performance management activities if required.
  • Oversees stakeholder management and ensures all aspects of organizational change are identified and communicated appropriately and in a timely manner. Oversees implementation of a change management plan to ensure awareness and adoption in the BCIT community. Works with Senior Leadership, Human Resources, Union representatives and other key stakeholders as required to assess and support organizational change.
  • Develops processes for key deliverables such as project delivery strategy, business requirements, solution design, user acceptance testing (UAT), project completion, sign offs and sustainment hand-off. Oversees deliverables in relation to program scope, milestones performance metrics and benefits realization. Reports program status to Sponsors, Executive Sponsors, steering committees, working committees and ITS management as required.
  • Actively involved and significantly contributes to the program and project management practice in ITS by mentoring project managers, project coordinators, team leads and managers on best practices, leading development of templates and standards, improving project management standards and processes and introducing innovative project management techniques to ITS staff.
  • Manages reporting staff, overseeing and participating in selection, coaching, mentoring, development, performance management and other people-management practices. Promotes an environment of growth by working with staff to create learning plans; identifying training and development opportunities; and ensuring the team receives the support they require to grow.


Qualifications
QUALIFICATIONS:
  • Bachelor’s degree in Computer Science or Business Administration with Project Management training or designation (PMP, PRINCE and/or certificate/diploma in project management).
  • Minimum of 10 years’ experience as a senior project manager and/or program manager progressively managing larger and more complex projects with the last 4 years managing enterprise projects/programs preferably within a large, complex and unionized environment.
  • An equivalent combination of education and experience may be considered.
  • Demonstrated experience assembling and managing $500,000+ program budgets.
  • Demonstrated experience developing program and project documentation, processes and structures that help to ensure transparency and awareness with respect to project roles and responsibilities, decisions and escalation.
  • Excellent interpersonal skills with proven ability to establish and maintain a wide variety of stakeholder relationships in a collaborative environment at all levels of the organization.
  • Strong communication skills to collaborate with clients and stakeholders and the ability to distill complicated technical constraints into business language and business acumen to moderate level of detail based on the audience.
  • Strong leadership skills with excellent conflict resolution and negotiation skills to be able to negotiate and work with vendors, consultants and third-party professional service providers.
  • Strong experience in managing COTS (commercial off the shelf) implementations, cloud services, software development and innovation projects that supports the organization’s digital or business transformation goals.
  • Demonstrated experience in leading business transformation projects with change management experience and/or certification (e.g. PROSCI).
  • Experience working with business and enterprise architectural frameworks is an asset
  • Experience as an Agile coach is an asset.
  • Good understanding of data security and BC’s FOIPPA policy is an asset.
