In the normal course, employees will be hired, transferred or promoted between the minimum and midpoint of the salary range for a job.

Job Summary
The Mastercard Foundation Scholars Program supports the education of economically disadvantaged African students and refugees/displaced individuals who can help to lead this reform, potentially changing the course of history for Africa. This program is entering an exciting new phase of development wherein which the strategic vision, scope and deliverables are being re-imagined and developed at all operational levels in order to amplify impact.
The Program Manager, Mastercard Foundation plays a critical role in the leadership and strategic operationalization of a highly complex, high-stakes, and multi-faceted program. In collaboration with the Program Director, Global Campus Initiatives, the incumbent establishes and implements strategic goals and objectives for the Mastercard Foundation Scholars Program at UBC. They will lead the day to day operations of the Mastercard Foundation Scholars program, including the conceptualization and establishment of a comprehensive range of new student supports and services for scholars to succeed academically and become fully engaged members of the University community, including academic, wellness, career exploration, mentorship, leadership and community engagement. Leads the development and implementation of new frameworks and programs to support Mastercard Foundation scholars in realizing their academic, leadership, career and personal goals. Manages elevated student cases, developing and implementing case management best practices for vulnerable and at-risk students in collaboration with key stakeholders within UBC Faculties and student support units.
Organizational Status
The Program Manager reports to and works under the direction of the Program Director, Global Campus Initiatives. The Program Manager liaises and works collaboratively with staff, and colleagues in the Vice President Students Portfolio, Enrolment Services, Student Recruitment and Advising, Admissions, Residence and Housing, Directors and Unit Heads of departments and schools, and Faculty Academic Advising Offices across both campuses. Based on an expert understanding of the African Scholars experience in higher education, the Program Manager maintains collegial and functional relationships with a wide community and organizational base, both on and off campus, including, but not limited to educational organizations, educational institutions, not-for-profit organizations and government agencies at the local, regional, provincial, national, and, at times, the international levels.
Work Performed

  • In collaboration with the Program Director, Global Campus Initiatives, establishes and implements strategic goals and objectives for the Mastercard Foundation Scholars Program at UBC.
  • Leads the day to day operations of the Mastercard Foundation Scholars program, including the conceptualization and establishment of a comprehensive range of new student supports and services for scholars to succeed academically and become fully engaged members of the University community, including academic, wellness, career exploration, mentorship, leadership and community engagement.
  • Leads the development and implementation of new frameworks programs to support Mastercard Foundation scholars in realizing their academic, leadership, career and personal goals.
  • Manages elevated student cases, developing and implementing case management best practices for vulnerable and at-risk students in collaboration with key stakeholders within UBC Faculties and student support units.
  • Mentors and provides leadership to M&P advising staff, student staff and volunteers. Ensures the clear establishment of goals for staff and monitors and evaluates staff and unit progress towards these goals. Assists staff in developing skills necessary to improve job performance. Responsible for performance evaluation, employee development and ongoing training of direct reports.
  • Hires, motivates, evaluates, manages, terminates, and coordinates staff.
  • In collaboration prepares budgets and financial reports; ensure effective program documentation to account for program successes and organizational learning.
  • Prepares program documents and reports.
  • Identifies opportunities for program and initiative improvements through assessment and evaluation Reports on program outcomes in relation to Mastercard Foundation funding objectives, the University Strategic Plan.
  • Reviews and revises existing recruitment and admissions processes to ensure alignment with the program goals.
  • Liaises with and provides leadership across campus to provide seamless and knowledgeable services and collaborate across the Mastercard Foundation partner institutions.
  • Advises and participates in university-level committees and working groups and participate in Community of Practice across the Mastercard Foundation Scholar Program.
  • Identifies systemic barriers, collaborates with stakeholders and proposes improvements and solutions to foster the successful engagement and belonging for Mastercard Foundation Scholar.
  • Participates in the development and implementation of Mastercard Foundation Scholars program communication strategy.
  • Performs other duties as required.
Consequence of Error/Judgement
The Program Managers' decisions and recommendations on program development and delivery are guided by and undertaken in compliance with the University's policies and the alignment of the conditions of the Mastercard Foundation funding agreement. Failure to meet programming, service and reporting targets can jeopardize the Mastercard Foundation Program gift and endanger the ability of future Mastercard Foundation Scholars to study at UBC. This can also severely compromise UBC s ability to secure major gifts in the future. Failure to fully support the Mastercard Foundation Scholars can have a devastating impact on UBC s ability to recruit and retain African students and severely damage UBC s international reputation. Lack of intercultural sensitivity and perseverance in handling student's personal situations, including broader crisis management issues, may result in significant distress for students and an inability for them to continue their studies.
Lack of intercultural sensitivity can also cause serious misunderstanding and/or hardship for students, faculty and staff. Poor management of staff or volunteers may lead to inefficiency, discontentment or grievances.
Supervision Received
The Program Manager reports to the Program Director, Global Campus Initiatives, and works in collaboration with the Program Director and independently to meet the goals and objectives of Mastercard Foundation Scholars Program in alignment with the Student Strategic Plan related to the commitment to actively recruit, support, retain, and advance students from historically, persistently, or systemically marginalized communities.
Supervision Given
The Program Manager directly manages and oversees the Management & Professional program advising staff and may also supervise student staff, peers and volunteers.
Minimum Qualifications
Undergraduate degree in a relevant discipline. Minimum of four to five years of related experience, or an equivalent combination of education and experience

- Demonstrates a commitment to enhancing one's own awareness, knowledge, and skills related to equity, diversity, and inclusion
Preferred Qualifications
  • Demonstrated growth in managerial and leadership responsibilities including administrative, budgetary, interpersonal, performance development and program management.
  • Experience and knowledge of university governance, structures, policies and procedures, academic programs and student services is essential.
  • Experience working with economically disadvantaged youth, organizations and communities. Extensive knowledge of educational systems and circumstances affecting scholars from the African Continent.
  • Must have a deep understanding of the experiences of scholars from the African Continent.
  • Must have a strong commitment to advancing the educational aspirations of scholars from the African Continent.
  • Must have excellent leadership, interpersonal and written and oral communications skills.
  • Strong organizational, administrative, and supervisory capabilities, as well as effective problem-solving and analytical abilities are required.
  • Must be able to take initiative and exercise judgement, and work positively and effectively under pressure to manage multiple priorities.
  • Must be able to work both independently and in a team situation.
  • Though not frequently required, must be able to travel within British Columbia, and to other national, and international locations and to work at times in evenings and on weekends.
