Position Summary

Reporting to the Manager, Transportation and Traffic, the Program Manager, Development Transportation will provide operational leadership and oversee the supervison of the Development Transportation program area.


The Program Manager will oversee, supervise, and coordinate the daily activities of a technical team. These activities include the review, commenting, and approval of transportation, traffic, parking, noise and illumination studies and transportation designs submitted in support of development applications, including but not limited to Official Plan Amendments, Zoning By-law Amendments, Site Plans, Subdivisions, Minor Variance and Site Alteration process, received by the City.


This position will also be required to undertake the review of complex files related to Transportation Secondary Plans, Official Plan Amendments and Zoning By-law Amendments to protect the City's mobility infrastruture, policy and zoning interests.


This position is also expected to serve as transportation expert witness at the OLT (Ontario Land Tribunal) hearings.

Key Duties and Responsibilities

Supervise the daily activities of Transportation Engineers, Senior Transportation Planner and Project Coordinator, Illumination. Oversee the administration and management of the review of transportation, parking, and noise studies, illumination plans, and transportation designs submitted in support of development applications to ensure adherence to requirements, standards, and guidelines with recommendations for policy and infrastructure requirements. Lead and provide sound technical advice and guidance to Transportation and Traffic team members that review development applications relating to transportation, traffic, parking, noise, and illumination disciplines. Carry out quality control of responses and comments on development applications. Liaise and coordinate with staff of various City divisions, as well as external organizations and agencies, on projects and issues related to transportation, traffic, parking, noise, and illumination for development applications. Develop and implement guidelines and procedures related to improvements in the development application review process for transportation-related aspects. Provide and review comments and requirements on pre-submission applications through meetings of the Development Application Review Committee and Committee of Adjustment. Track transportation development, review statistics, analyze data, and develop and monitor performance indicators.

Prepare and review development application summaries for senior management in support of Committee of Whole and Council meetings. Provide input to capital budgets to identify key infrastructure that will be delivered by developers as part of development construction. Guide senior management through changes in transportation and traffic regulations and legislation and respond to new provincial policy and industry guideline changes through the timely development of City guidelines, policies, and procedures, working with internal partners, external agencies, and stakeholders, and disseminating information as required. Project planning, initiation, and management of block or area Transportation and Parking Studies for Secondary Plans and Official Plan Amendments. Negotiate and protect for the City's best interests as it relates to transportation, traffic, parking, noise, and illumination for development applications that have been appealed to the OLT (Ontario Land Tribunal), formerly known as OMB, LPAT. Give evidence as a transportation planning and traffic engineering expert witness at the Ontario Land Tribunal (OLT) to defend the City's position on contentious development applications. Liaise with developers, consultants, Council, other departments, external agencies, and the public with respect to transportation, traffic, parking, noise, and illumination-related issues as it pertains to development applications and transportation investigations. Prepare and undertake presentations at Council or public meetings. Prepare staff reports and deliver presentations on transportation studies and transportation aspects of development applications. Other duties as assigned.

Education and Experience

Bachelor's Degree in Civil Engineering with specialization in Transportation Planning, Traffic Engineering Professional Engineer (P.Eng.) Membership with the Institute of Transportation Engineers (ITE) and/or Transportation Association of Canada is considered an asset

Required Skills/Knowledge

Supervisory experience in a municipal government environment. Demonstrates effective leadership of a team in a strong customer service focus environment. Experience dealing with traffic, parking, noise, and illumination issues and defending municipal practices, guidelines, by-laws, and policies as they relate to development applications. Experience writing reports and delivering presentations for the Committee of the Whole, Council, and Senior Management. Proficient in Microsoft Office Suite, Synchro, and Traffic Engineering Software. Thorough knowledge and experience in the Highway Traffic Act, Planning Act, Highway Capacity Manual (HCM), Ontario Traffic Manuals, Transportation Association of Canada Geometric Design Guide for Canadian Roads, and OPSD Standards. Strong knowledge of municipal legislation, policies, and practices relevant to the position and a strong awareness of current political and economic issues affecting municipal government. Demonstrates good judgement, solves problems, and makes sound decisions. Shows commitment to personal growth, development, and leadership opportunities. Shares new ideas and challenges the status quo. Proven written and verbal communication skills with the ability to communicate with honesty, openness, respect, and trust. Must possess a valid Ontario Class "G" Driver's License and have access to a vehicle for use on corporate business (mileage compensated) and will be required to provide proof of vehicle insurance upon hire.
