Position Summary
We are looking for someone to join our team who has a passion for supporting student success, building high-quality learning experiences, and contributing to the growth of emergency and disaster management education. As a member of the Emergency Management Division, the Program Manager plays a key role in the development, management and coordination of tuition-based academic programs and courses, working closely with students, faculty, and subject matter experts to ensure programs meet JIBC's standards and provide an engaging and positive learning experience.
In this role, you will provide leadership in the creation, development, management, and ongoing refinement of new and existing programs in online, blended and/or in-class formats. You will be responsible for the delivery and scheduling of diploma, degree, and post-baccalaureate courses, including coordinating instructors, course materials, textbooks, and ensuring the online learning management system is up-to-date. You will support students through academic advising and ensure effective communication and smooth course operations. The role also contributes to curriculum and instructional quality by supporting pedagogical innovations, facilitating courses, and reviewing or updating course materials.
You will help advance division priorities by participating in the development of new programs, supporting research activities, and representing the program at internal and external meetings. The position also plays a key role in supporting faculty through recruitment, onboarding, mentoring, and coordination of instructional needs. Additionally, you will be responsible for monitoring financial activities related to program delivery to ensure efficient use of resources and support budgeting processes.

Qualifications & Requirements:
Masters' degree in a related discipline or working towards such credential is preferred
Minimum 5 years experience in a similar program management capacity, preferably within a post-secondary education setting
3+ years experience leading a team and managing staff (experience managing in a unionized envirionment an asset)
Thorough knowledge of post-secondary practices in student relations / advising and program coordination
Ability to work effectively and maintain professional relations with the students, faculty, staff and the public
Experience in and knowledge of curriculum development processes, instructional design, adult education
Credential or formal training in adult education, teaching, instructional design, an asset
Credential or formal training in Disaster/Emergency Management an asset
Formalized cultural competency and cultural safety training an asset
Demonstrated experience with managing budgets, project and time management skills are required
Demonstrated ability to work in a team environment, build rapport and trust, and exercise judgement and sensitivity working with complex issues

What JIBC Offers:

Work Arrangements:
This is a regular full-time (35 hours per week) position. The successful candidate must be within a commutable distance to the JIBC New Westminster campus. Hybrid work arrangements may be considered.
