Job Summary

UBC\xe2\x80\x99s Strategic Plan and Inclusion Action Plan lay out the University\xe2\x80\x99s commitment to actively recruit, support, retain, and advance students from historically, persistently, or systemically marginalized communities. This includes the revision, renewal and replacement of recruitment and admissions processes to actively consider equity issues; reducing financial barriers to studying at UBC, particularly for marginalized students; and supporting mentorship, peer support, extracurricular programming and professional development opportunities that help build inclusive communities.

The Program Manager, Beyond Tomorrow Scholars Program, under guidance from the Associate Director, Strategic IBPOC Initiatives, provides leadership in the development, implementation and management for programs aimed at recruiting and retaining Black Students at the UBC Vancouver and UBC Okanagan campuses. A new initiative, the Beyond Tomorrow Scholars Program is a program that will recruit and retain local Black students at the institution with intentional components that mirror existing UBC programs serving diverse student populations.

This position is based in Vancouver and the incumbent collaborates with units across both campuses to lead, develop and implement strategies, administrative systems, policies, practices, procedures and advising delivery models that contribute to the program\xe2\x80\x99s goals to recruit and support the success of Black students. The Program Manager will manage the Program Advisor(s) who will be based in Okanagan and will be responsible for the day-to-day provision for comprehensive wrap-around programs and services to ensure scholars are well supported in meeting the goals associated with their academic degree and overall UBC experience.

The position also establishes and maintains strategic partnerships with Black communities and organizations both on and off campus and develops a strong understanding of and connection to the black student experience at UBC. In consultation with relevant community members and stakeholders across both campuses, the Program Manager identifies the systemic barriers and works in consultation with the Associate Director, Strategic IBPOC Initiatives to advocate for institutional changes and reforms for a successful student experience of all Black students.

Organizational Status
The Program Manager reports to and works under the direction of the Associate Director, Strategic IBPOC Initiatives. The Program Manager liaises and works collaboratively with staff, and colleagues in the Vice President Students Portfolio, Enrolment Services, Student Recruitment and Advising, Admissions, Residence and Housing, Directors and Unit Heads of departments and schools, and Faculty Academic Advising Offices across both campuses. Based on an expert understanding of the Black student experience in higher education and in Canada, the Program Manager maintains collegial and functional relationships with Black communities and organizations, both on and off campus, including, but not limited other educational organizations, educational institutions, not-for-profit organizations and government agencies at the local, regional, provincial, national, and, at times, the international levels.

Work Performed

In collaboration with the Associate Director, Strategic IBPOC Initiatives, establishes and implements strategic goals and objectives for the Beyond Tomorrow Scholars Program and other programs to support Black students at UBC Vancouver and UBC Okanagan.

Leads the day to day operations of the Beyond Tomorrow Scholars program, including a comprehensive range of student supports and services for scholars to succeed academically and become fully engaged members of the University community, including academic, wellness, career exploration, mentorship, leadership and community engagement.

Leads the development and implementation of programs to support Black Student scholars in realizing their academic, leadership, career and personal goals.

Leads the adoption of an integrated approach with colleagues across both campuses in academic advising, Centre for Accessibility, Housing, Enrolment Services, and Student Health and Wellbeing to support Beyond Tomorrow Scholars\xe2\x80\x99 success.

Establishes clear and strategic partnerships with Black organizations in service of program goals and outcomes.

Participates in the development and implementation of Beyond Tomorrow Scholars program communication strategy.

Manages elevated student cases, developing and implementing case management best practices for vulnerable and at-risk students in collaboration with key stakeholders within UBC Faculties and student support units.

Mentors and provides leadership to M&P advising staff, student staff and volunteers. Ensures the clear establishment of goals for staff in and monitors and evaluates staff and unit progress towards these goals. Assists staff in developing skills necessary to improve job performance. Responsible for performance evaluation, employee development and ongoing training of direct reports.

Hires, evaluates, terminates, manages, motivates, and coordinates staff.

Prepares budgets and financial reports; ensure effective program documentation to account for program successes and organizational learning.

Identifies opportunities for program and initiative improvements through assessment and evaluation Reports on program outcomes in relation to UBC\xe2\x80\x99s Inclusion Action Plan and University Strategic Plan.

Reviews and revises existing recruitment and admissions processes to actively consider equity issues.

Liaises with and provides leadership to colleagues across both campuses to provide seamless and knowledgeable services and supports for Beyond Tomorrow Scholars and other programs to support Black student scholars.

Advises and participates in university-level committees and working groups (Early Alert, Student Health and Wellbeing, Advising).

Identifies systemic barriers and proposes improvements and solutions to foster Black student success, engagement and belonging at UBC.

Collaborates with stakeholders and campus partners towards the advancement of equity, inclusion, belonging and creating a sense of community for all Black students.

Performs other duties as required.

Consequence of Error/Judgement

The Program Managers\xe2\x80\x99 decisions and recommendations on program development and delivery are guided and undertaken in compliance with the University\'s policies. The dissemination of inaccurate information, exercise of poor judgement, without due tact and sensitivity would result in the loss of confidence in UBC by the student and their support networks, and could jeopardize the students\xe2\x80\x99 relationship with UBC. Inappropriate judgment can compromise the program\xe2\x80\x99s ability to meet its objectives and goals, and its relationships within the University and with external organizations and communities and can impede UBC\'s progress on its University Strategic Plan and Inclusion Action Plan.

Poor performance in managing and carrying out advising and student support services could jeopardize the student\xe2\x80\x99s relationship with UBC. Inadequate or inappropriate support given to students may result in significant distress for students and an inability for them to continue their studies.

Initiatives focused on the experience of Indigenous, Black and Persons of Colour are developing and becoming more diverse, complex, and inter-dependent across the institution and require ongoing coordination and collaboration with a range of campus stakeholders. The consequence of errors or failures in judgment are correspondingly far reaching across the institution on both campuses. Relations with Black communities and organizations present a special concern: injudicious or uninformed actions by the Program Manager or by others for whom the Program Manager is responsible can damage important relationships with community partners.

Supervision Received
The Program Manager reports to the Associate Director, Strategic IBPOC Initiatives, and works in collaboration with the Associate Director and independently to meet the goals and objectives of UBC\xe2\x80\x99s Strategic Plan and Inclusion Action Plan related to the commitment to actively recruit, support, retain, and advance students from historically, persistently, or systemically marginalized communities.

Supervision Given
The Program Manager directly manages and oversees the Management & Professional program advising staff and may also supervise student staff, peers and volunteers.

Minimum Qualifications
Undergraduate degree in a relevant discipline. Minimum of four to five years of related experience, or an equivalent combination of education and experience

Preferred Qualifications

Demonstrated growth in managerial and leadership responsibilities including administrative, budgetary, interpersonal, performance development and program management.

Experience and knowledge of university governance, structures, policies and procedures, academic programs and student services is essential.

Experience working with Black people, organizations and communities. Extensive knowledge of educational systems and circumstances affecting Black people within them.

Must have a deep understanding of Black student experiences, particularly as they relate to post-secondary education, and an appreciation of the complexity and range of Black people and communities within the context of Canada.

Must have a strong commitment to advancing the educational aspirations of Black students.

Must have excellent leadership, interpersonal and written and oral communications skills.

Strong organizational, administrative, and supervisory capabilities, as well as effective problem-solving and analytical abilities are required.

Must be able to take initiative and exercise judgement, and work positively and effectively under pressure to manage multiple priorities.

Must be able to work both independently and in a team situation.

Though not frequently required, must be able to travel within British Columbia, and to other national, and international locations and to work at times in evenings and on weekends.
