Reporting to the Manager Health and Safety - Electricity, the Emergency Management Business Continuity (EMBC) Program Lead has primary accountability and responsibility for the oversight of program management and the ongoing operations of the Electricity EMBC Program.

The EMBC Program Lead will ensure that emergency coordination, emergency response and management, and crisis management is appropriately integrated within the Electricity organization. The EMBC Program Lead works with the Electricity Leadership Team to define EMBC Program goals, objectives, governance processes, standards, practices and to maintain an efficient and effective strategy for the Electricity EMBC Program.

The Program Lead reports on the status of EMBC Program operations, audit action items, program performance metrics and related EMBC projects to the Health and Safety Manager - Electricity and takes an active leadership role during the activation of the Electricity Crisis Management Team and the Emergency Coordination Team.

Responsibilities:

  • Management, maintenance, and continual improvement of the Electricity EMBC Program including crisis management, emergency coordination, emergency response and preparedness and business continuity
  • Responsibility for coordination, implementation, and maintenance of the Building Emergency Response Plans (BERP)
  • Manage staff to maintain EMBC Program documentation systems, Business Impact Assessments (BIA) and risk processes, organization training and exercises, support programs and project execution for program enhancements
  • Provide direct supervision and leadership to EMBC staff and manage external consultants or contractors as required
  • Prepare annual EMBC Program budgets, manage program costs, and provide updates to the Manager, Health and Safety - Electricity on forecasted expenditures
  • Define, establish, and maintain EMBC Program standards, practices, core program processes and supporting sub programs
  • Ensure that the program's governance tracks and reports on all regulatory requirements including lessons learned, audit actions, program documentation, plan exercising, and team member training
  • Develops and maintains strong relationships with internal business partners (BP); supporting BPs with EMBC matters
  • Support program interfaces internally within ATCO in the areas of Corporate Security, Communications, Human Resources, Natural Gas and externally with Alberta Emergency Management Agency (AEMA) industry partners and other emergency response agencies within Alberta, Yukon, and NWT
  • Monitor, measure, and report EMBC Program performance metrics
  • Work closely with industry peers and working groups to share best practices and assist in mutual assistance situations
  • Lead hazard risk assessments to analyze and quantify various types of emergency response and business continuity risks
  • Facilitate business impact analysis sessions to identify critical business functions and key dependencies, determine Recovery Time Objectives (RTO) and establish strategies for business function recovery
  • Lead business units through the identification and evaluation of their recovery strategy options during business recovery plan development sessions
  • Develop and maintain the Electricity Pandemic Response Plan, including consultation with the ATCO Corporate Pandemic Response Plan Administrator for preparedness activities such as training, exercises, position briefs and plan updates
  • Support the preparedness and readiness of the Electricity CMT and ECT regarding training and exercises.
  • Participate in and support the development of plan exercises within the Electricity organization and track subsequent lessons learned audit actions. and change management toward continual plan improvement
  • Perform assigned roles on the Electricity Crisis Management Team and Emergency Coordination Team and advise Emergency Management Teams during incident responses
  • Prepare and provide EMBC exercise reports to ATCO Corporate and actively participate in EMBC Program audits
Qualifications:
  • University Degree or Collage Diploma or Certifications along with experience in Emergency Management, Business Continuity Management, Risk Management, Information Technology or Project Management required
  • Emergency management and business continuity experience preferably in the electric utility industry (minimum 7 years of direct experience) with additional experience in risk management, information technology, electric utility regulatory requirements, electric utility operations, and pandemic preparedness and response
  • Certification in Incident Command System (ICS-300 level) is required
  • The following designations/certifications are preferred: Information System Professional (ISP), Certified Information System Security Professional (CISSP), Certified Risk Management Professional (CRMP) Professional designation Certified Business Continuity Professional (CBCP), Certified Business Continuity Planner from DRI
  • In-depth knowledge and experience in developing and implementing crisis management, emergency coordination, emergency response and management and business recovery plans within a medium to large organization
  • Knowledge and experience in applying business impact analysis (BIA) methodologies, business continuity risk assessment methodologies and developing organizational strategies for business function recovery.
  • Knowledge and experience in pandemic preparedness and response
  • Excellent communication skills (oral and written) including presentation skills and demonstrated ability to present at all organizational levels
  • Demonstrated ability to competently use Microsoft business applications (Word, Excel, PowerPoint, Visio, Microsoft Teams)
  • Ability to deliver effective user education and information sessions
  • Excellent analytical, organizational, and planning skills
  • Ability to build relationships, engage and influence others; ability to achieve consensus among business units in a geographically dispersed field operating environment
  • Ability to lead and manage multiple teams in achieving EMBC Program objectives and governance
  • Demonstrate "body of knowledge" of industry best practices and ability to stay current within the Emergency Management Business Continuity profession.
  • Experience with interpreting and implementing Emergency Preparedness and Response (CSA Z-246.2), Emergency Management and Business Continuity (CSA Z1600-08), Incident Command System framework and principles
