This program provides skill development and employment opportunities to unemployed or underemployed Nova Scotians where there is an identified industry labour shortage.This position reports to the Manager of Sector Initiatives within the Workplace Initiatives Division.Primary AccountabilitiesWork directly with industry sectors and employers to coordinate the strategic investment and delivery of the One Journey Initiative and special projects. Relationship building will be a key component of this position. Liaise with appropriate stakeholders, including service providers, industry sector councils, Nova Scotia Works, academic institutions, professional bodies and associations to effectively promote programs and consistently communicate high level Departmental priorities as they fit with the objectives of the programs. Performs ongoing program development and continuous improvement for the One Journey Initiative, its guidelines and processes. Manage upward of $4M in agreements. This includes coordinating the development and use of assessment criteria to evaluate and recommend projects, monitoring and evaluating projects while adhering to program guidelines and federal funding requirements. Lead activities with key partners, including industry associations, employers, the provincial workforce, educational institutions, and others to ensure relevant and meaningful resources and supports are available to address current challenges, prepare for growth and strategically plan for future opportunities and demands. Use strong financial management skills to ensure appropriate allocation of funding and alignment with federal and provincial workforce priorities. Negotiate budgets and make complex decisions through gathering information, assessing risk and exercising sound judgement.Qualifications and ExperienceThis may be the right opportunity for you if you have a Bachelors\' degree plus five years related experience, or an equivalent combination of training and experience.You have proven experience successfully working with external stakeholders, such as industry, regional development partners, sector councils, other key workforce and public sector partners. You have an ability to effectively communicate, collaborate and negotiate with partners and stakeholders, on matters such as budget, assessment, and evaluation of financial information.You demonstrate solid agreement management, partnering and relationship building skills, and are proficient in planning and implementation. A strong focus on service excellence and highly effective interpersonal skills are imperative. You have strong written and verbal communication skills, including the ability to deliver presentations to internal and external stakeholders and partners. You understand government programs and policies, labour market information (LMI), and have the ability to align government offerings with the unique needs of industry.
