Salary band: $54,895 - $80,055 / year

The incumbent will collaborate with the Senior Manager and the Case Management Operations and will specialize in the implementation and monitoring of programs related to case management.

In this role, you will:

Responsibility 1: Lead the implementation of the SME Review Unit

  • Conducts initial reviews of all requests to the Review Unit and determines next steps.
  • Responsible for sending all SMEs the required information for their reviews and for following up on reviews and outcomes.
  • Ensures the program or case management team has all required documentation and information needed for SMEs to complete their review.
  • Liaise and coordinate between the SME\xe2\x80\x99s and program or case management team for follow-up or questions.
  • Supports the SMEs to summarize reviews into case files.
  • Synthesizes reviews from multiple SMEs into one overall summary of the file with a clear outcome or next steps.
  • Prepares files and seeks approval on proposed outcomes from leadership.
  • Communicates decisions made and/or recommendations to the program or case management team and ensures they have the required information and documentation need to provide HRR support.
  • Collects feedback from program and operational teams on current programs (content).
  • Provide program and operational leadership with oversight of active housing repair and damage programs, as well as on the ongoing activity of the Review Unit.
  • Keeps program and operational leadership informed of trends, gaps, and barriers in current programs.
  • Works with the Senior Manager, Program Development to contribute to the development of budgets based on current trends and direct aid spending.
  • Investigate and research unique and complex case files / scenarios with other SMEs as required.
  • Provides guidance to program and case management team on HRR case files in accordance with Review Unit processes and approved programming.
Responsibility 2: Manage Review Unit processes, tools, and improvements
  • Develops processes and tools for SMEs to provide reviews for a variety of programs through case management, small business, and grant service lines.
  • In collaboration with CM leadership, provides training and support to program and operational teams on Review Unit tools, processes, and procedures.
  • Identifies SMEs for different programs and ensures contracts and expectation of role is clear for each, including approximate level of effort and time.
  • Responsible for working with all identified SMEs to provide them with orientation to any necessary processes and tools they require, including EMIS.
  • Acts as the main point of contact for SMEs and program / case management team.
  • Tracks all reviews by SMEs, all outcomes of reviews by SMEs, and final approvals.
  • Monitor quality of HRR case files and ensure alignment to approved program and documentation requirements.
  • Manages the SAS Inbox by tracking requests for reviews, support, and approvals.
  • With the EMIS Project Team, contributes to the development of processes for the Review Unit in EMIS.
  • Provides feedback on processes and tools used by the program and operational teams.
  • Develops standard reporting relative to the Review Unit based on metrics as agreed by leadership.
Responsibility 3: Overall support and monitoring of active programs and operations
  • Work with service line teams to ensure compliance to the active program and best practices.
  • Provides reports, dashboards and presentations as requested regarding programs being supported.
  • Provide surge capacity to support programs, including deployment to field where needed.
  • Contributes the evaluation and continuous improvement activities related to the Review Unit.
  • Provide training and orientation to program teams on program implementation and continuous learning.
  • Participates in the development of strategic initiatives, short- and long-term plans, policies, and procedures to support the achievement of critical priorities.
  • Steward or manage incident reports as they relate to HRR or other, as required.
  • As applicable, liaises with Support Services including Legal & Risk, Corporate Services, Philanthropy, Communications, IS, Logistics, People Services, and respective geographic and national representatives.
What we are looking for:
  • Completion of a Bachelor\xe2\x80\x99s degree in Social Sciences, Emergency Management, Program Administration, or related field.
  • Minimum of 4 to 7 years of job-related work experience, or an equivalent combination of education and operational experience.
  • Fluency in English is required, French is an asset.
  • Excellent program planning skills and project management expertise.
Working conditions:
  • The majority of the work is performed in an environment which is at varying degrees of impact from emergencies. This can be from extreme working conditions to minimal impacts.
  • In disaster areas, as well as difficult and unstable conditions (environmental, physical, social, etc.) and uncomfortable conditions (noise, odours, smoke, humidity, vulnerable clients). These stressful rapidly changing environments, with limited information to make decisions, have the potential to affect the physical and psychological state of the responders on site.
  • Ability to respond during non-traditional hours (i.e. late night or weekends) and long hours of work in a demanding context.
  • Ability to be on-call when scheduled, as required.
