Job Summary The Program Director is responsible for overseeing and managing all aspects of the regulatory initiatives within the CDO from planning to implementation, monitoring, tracking, and reporting.




































What is the opportunity? The Program Director for Regulatory Initiatives will be at the forefront of our banking & data regulatory submissions and regulatory-related projects within the Chief Data Office. The Program Director is responsible for overseeing and managing all aspects of the regulatory initiatives within the CDO from planning to implementation, monitoring, tracking, and reporting. Their primary goal is to ensure the full adherence to the relevant laws, regulations by effectively executing and delivering pending regulatory initiatives and applying RBC\xe2\x80\x99s Enterprise Data Management and Reporting Policy and Standards. What will you do?
  • Lead the planning, execution, monitoring and reporting of medium to large complex regulatory data-related projects within Canada and the US from initiation through completion ensuring they are delivered on time, within budget and to the required quality standards. This includes proactively monitoring and addressing projects risks and issues and all aspects of stakeholder\xe2\x80\x99s communication (internal within the CDO, and external lines of business, functions, compliance etc.).
  • Support the Regulatory Remediation team on Regulatory Submissions Management, through coordinating, overseeing the preparation, submission, and tracking of the submission to the regulatory authorities ensuring accuracy, completeness, and timeliness.
  • In partnership with the Regulatory Remediation team proactively create regulatory project strategies, plans (annual planning), and provide insights and recommendation on the prioritization, and the enterprise impact.
  • Communicate effectively with stakeholders at all levels, including presenting project updates to executive leadership within CDO and outside CDO.
  • Establish and manage all stakeholder relationships, and act as the primary point of contact and the subject matter expert for the respective project with the ability to convey complex information to a wide range of stakeholders.
  • Support the implementation of the Enterprise data policies and standards with regards to regulatory reporting for Canada and US.
  • Develop and maintain project plans, including resource allocation, timelines, and budget, and ensure they align to the CDO\xe2\x80\x99S PMO\xe2\x80\x99s governance and project management processes.
  • Working with business and CDO partners, ensure projects comply with relevant banking regulations and standards, and facilitate resolution of issues arising in the context of the project.
What do you need to succeed? Our regulators\xe2\x80\x99 expectations are in constant evolution towards banks across Canada and the United States, the experience garnered in banking will help RBC understand where it needs to go in the data management space, and how current expectations should be met. Experience with other remediation efforts will help RBC pave the way to prevent and make sure we address all external expectations. Strong communication skills to explain complex regulations to executives and other stakeholders will come in useful, as well as a good knowledge of sound data management principles. Experience with data will also help you understand the RBC landscape faster. Must-have
  • Minimum of 7-10 years of experience in project management within the banking or financial services industry
  • Strong understanding of Canadian and/or US banking regulations, and of the role of OSFI, OCC, FRB, PRA, FCA, and to a less extent FINRA, CFTC
  • Track record of managing regulatory projects and regulatory reporting compliance projects to successful completion
  • Related experience in data (past data analyst, business intelligence, finance reporting, etc)
  • Experience working in a product deployment environment desirable (SCALEd or others)
Nice-to-have
  • CFA, FRM or professional designations
  • PMP or other equivalent Project management certifications
  • Understanding of regulatory financial and risk reporting
  • Data management certification (DAMA, EDM, etc)
