Position Summary
The Program Director, Program Development and Credential Programs plays a key leadership role in advancing JIBC's mission and vision by directing the design, development, and delivery of credentialed programs within the Emergency Management Division. In this pivotal position, they oversee curriculum development for courses and programs to ensure they meet the highest academic and industry standards. Bringing deep expertise in adult education, instructional skills, and both online and in-person curriculum design and development, the Program Director leads the implementation and day-to-day delivery of credential programs. Moreover, they oversee business planning and integration of certificates, diplomas, and degree offerings. Additional responsibilities include overseeing and implementing marketing strategies, and ensuring operational excellence through effective project management.
Importantly, this role provides expertise on the design and development of courses and programs and the incumbent will write and edit course materials as required. They participate in the generation of agreements and the execution of contracts credentialed programs. The Program Director manages a schedule for program and course evaluation of all courses to ensure compliance with JIBC program evaluation policies and guidelines.
The Program Director is also a people leader. With regards to faculty recruitment, supervision and development, they engage their team in the identification of instructional requirements, interviews prospective faculty, ensures the preparation of hiring documentation, and supervises day-to-day instructional activities. They contribute to the division's overall direction, and develop and monitor work plans. They create and implement instructor feedback tools and manage performance through goal setting, assessment and coaching. The Program Director works with faculty and staff to achieve measurable goals and key performance indicators.
Financial and administrative duties include developing and managing budgets, monitoring tuition revenues and expenses, reviewing and approving invoices and timesheets, and compiling and reporting out on course/delivery statistics.
Additionally, the Program Director facilitates division presentations and instructs divisional courses as required.
The role also involves representing the division in internal and external committees, contributing to applied research initiatives, and fostering collaboration to address emerging sector trends.

Qualifications & Requirements:
A graduate degree in a related discipline; may include--but is not restricted to--master's degree in education, curriculum and instruction, distributed learning, educational technology.
Knowledge and experience in curriculum development processes, adult education principles, and multiple content delivery models.
Current with latest developments and trends in e-learning and adult education.
Current in emerging topic areas of emergency management and security management.
Current in trends in emergency management and secruity management related post-secondary programs.
Demonstrated ability to lead program/curriculum development teams and build rapport and trust.
Demonstrated ability to manage a number of projects/timelines and workloads simultaneously to effectively meet objectives and deliverables.
Demonstrated ability to exercise judgment and sensitivity when working with complex issues.
Proven ability to market programs and write proposals.
Excellent technical writing and editing skills.
Excellent interpersonal and communication skills.
Experience in conducting and applying research findings into curriculum.
Exceptional customer service skills including a working knowledge of quality improvement systems.
High level of computer literacy in Microsoft Office and familiarity with Blackboard and the Adobe Creative Suite.
Positive, energetic and enthusiastic; a proven relationship builder with a collaborative work style who can also take initiative and work independently.
Occasional travel is required.
Minimum 5 years' experience in developing courses and programs at the undergraduate level that employ multiple delivery modes and methodologies (e.g. classroom, print, multimedia, web-based), or an acceptable combination of education, training and experience.
Minimum 5 years' experience managing undergraduate level programs.

What JIBC Offers:
Fair Comparison/Excluded: We offer a total compensation package that includes a benefit plan, which includes Extended Health and Dental Benefits after three months, and enrollment in the College Pension Plan upon hire. In addition, we offer 20 vacation days and 10 Personal Days annually (pro-rated in first year), as well as generous other leave entitlements.
The Compensation Range shown reflects JIBC's range for the role: between 85% and 100% of the sector range control point. In the normal course, employees will be hired, transferred or promoted between 85% - 94% of the control point, based on the knowledge, qualifications and experience for the role, with exceptions in the 95% - 100% range.

Work Arrangements:
This is a regular full-time (35 hours per week) position. The successful candidate must be within a commutable distance to the JIBC New Westminster campus. Hybrid work arrangements may be considered.
