Salary:
$71,295.01 up to $88,800.71 over 5 grids
Shift Coverage Times:
40 hours per week. Some flexibility is required, may involve evenings and weekends, including emergency coverage; on-call.

We are a faith based non-profit charitable organization providing social services to the Region of Durham.
Purpose of Position:
Under the direction of the Executive Director, the Program Director is responsible for management and oversight of all Programs of CCA while maintaining alignment with the organization's Mission, Vision and Values. This includes Program development, delivery and outcomes; infrastructure; personnel management; assistance with program promotion and events/outreach coordination, and various administrative tasks.
Qualifications:
This position requires a professional individual with a minimum of 5 years of progressive supervisory and managerial experience in a social services or human services organization.
Education:
Minimum requirement is an undergraduate Degree from a recognized university in a discipline such as Administration, Social Work, Organizational Development or Human Resources.

Strong knowledge of computer software including Microsoft Word, Excel, PowerPoint, Desktop Publishing and keyboarding
Experience in program design, evaluation and quality assurance
Proven ability to develop and administer budgets
Experience managing in a unionized environment
Successful completion and maintenance of an Enhanced Reliability Clearance form Correctional Service Canada
Driver's License with own vehicle/insurance

Key Duties and Responsibilities
Program
Engage with Management and other staff to identify program goals and objectives that are consistent with organizational policy and values.
Evaluate programs and provide feedback to Management staff and Executive Director as needed
Oversee any volunteer/student, or Agency secondments in conjunction with the relevant Program supervisor
Oversee Cornerstone's Programs through close, regular involvement with Program Supervisors/Managers
Assist Executive Director with Agency promotion as required
Provide information and consultation with outside groups and agencies about Cornerstone Programs and projects. Attend meetings in community or with the Region of Durham etc. as required or as delegated by Executive Director
Identify inefficiencies or problems within each Program and recommend options for addressing Program needs to Executive Director
Utilize mediation or resolution processes to manage conflict within Cornerstone facilities and ensure that conflicts among program staff are resolved according to process outlined in policy and on a timely basis
Encourage the participation of all staff in Cornerstone activities such as fundraising or Program development
Work closely with management staff to achieve cohesive, seamless program delivery
Interface with, and cultivate relations with, professional and community partners
Directly oversee the Community Residential Facility (CRF) Program, including fulfilling the role of Security Officer. Attend Case Conferences and Community Assessment Team meetings.
Some oversight of the Maintenance department
Adhere to all CCA Policies and Procedures
Supervision, Administration and Human Resources
Responsible for staff recruitment, hiring, evaluation, performance management, discipline, dismissal and other human resources administration as required/delegated
Prepare and maintain an annual staff development plan for all program staff
Develop and implement all organizational guidelines and policies for the purpose of ensuring compliance with all government regulations, funder and CCA policies/requirements
Communicate policies and information to Agency staff
Design and/or implement systems for documenting program activity, assessing outcomes and tracking statistics.
Provide a leadership and mentoring role to the management team through training, supervision, and regular evaluation
Provide, or delegate, complete orientation training to new staff
Provide day to day guidance, direction and support to all management staff to ensure compliance with all operating agreements, organizational, and legal standards
Develop, document and track, the annual Program staff training and development plan
Oversee attendance and lieu time records for all management staff
Ensure maintenance of all staff files according to the requirements of CCA policies and Operating Agreements
Schedule, prepare, and facilitate regular Management Team Meetings and All Staff Meetings
Attend and present at monthly Board of Director meetings
Prepare draft annual Operating Budgets in conjunction with Manager of Accounting and Administration for submission to the Executive Director. Monitor budgets on a monthly basis and assist in maintaining Program expenditures within budgeted parameters
Prepare statistics as required or appropriate
Oversee the completion of program reports in conjunction with Program Managers as required by the organization or its funders
Prepare submissions to funders as required or delegated
Update Program policy manuals as necessary and review policies on an annual basis
Ensure that personnel files for each program staff are up to date including all records of evaluation, discipline, vacation and lieu time, etc.
Ensure standards are met to maintain confidentiality of all information, files and statistics
Design and implement new service delivery models when required or as delegated
Demonstrate due diligence by inspecting the workplace regularly to ensure the overall safety of the facility, staff, volunteers, clients and observe and adhere to all Occupational Health and Safety Standards, the Human Rights Code and other applicable workplace legislation
Prepare regular reports as required by Executive Director, the Board of Directors or its committees as necessary
Oversight of Joint Health and Safety Committee and Labour Relations Committee
Ensure compliance with the Collective Agreement and participate in the Bargaining Process.
Assume duties as required or directed during Executive Director's absence
Discharge all responsibilities with a high degree of professionalism
Other duties as may be assigned by Executive Director
