The Program Development Consultant is a senior specialized position reporting to the Director of the Legislative and Policy Development Branch and serves as the department's lead on coordinating strategic labour program development and system-wide implementation across branches.

Qualifications:




Essential:


Post-secondary level degree in labour studies, public administration, law, economics or related field, or an equivalent combination of related education, training and experience may be considered Experience working in labour relations and labour-related program service delivery Experience working in a regulatory environment Experience in change management and transforming the delivery of programs and services Experience in strategic planning, program development, and project delivery using performance evaluation tools to ensure effectiveness and budget compliance Experience working extensively with internal and external stakeholders, including all levels of government, labour organizations, employers, industry associations, post-secondary institutions, private and public institutions Strong written communication skills with the ability to effectively communicate complex information to a variety of audiences including for senior leaders Strong verbal communication skills with the ability to communicate complex information to a variety of audiences including to senior leadership Ability to interpret statutes governing occupational safety and health, employment standards, worker recruitment, labour relations, building and fire safety, and safety standards for technical equipment Experience conducting research, including inter-jurisdictional scans, stakeholder consultations, and developing recommendations to senior level decision maker Political acumen demonstrated through experience providing strategic advice to senior leaders on complex topics and sensitive issues Ability to work independently, show initiative and exercise sound judgement in decision-making

Duties:


The Labour division serves to protect citizens by providing programs and services in areas such as workplace safety and health, employment standards, and public safety. The division is also responsible to enforce a variety of legislation, including statutes governing occupational safety and health, employment standards, worker recruitment, labour relations, and building safety. Additionally, the division sets safety standards for technical equipment such as elevators, gas burning equipment, and steam and pressure equipment and oversees trade examinations and licensing. The Legislative and Policy Development Branch provides centralized support to the Labour Division by conducting research and analysis, supporting policy development, coordinating legislative and strategic initiatives, and providing support services to agencies, boards and commissions. This position is responsible for coordinating a holistic and integrated approach to the development, implementation and evaluation of labour programs/activities/services. This includes project management and the development of integrated systems and procedures to ensure an inter-disciplinary approach to the implementation of programs and delivery of services. This work requires working closely with internal and external stakeholders, including all levels of government, labour organizations, employers, industry associations, post-secondary institutions, private and public institutions.
