Reporting to the Senior Manager of Lands and Resources, the Program Coordinator supports land and resource stewardship initiatives across the Gwich'in Settlement Area and Region. This role assists in implementing the Gwich'in Guardian Program, environmental monitoring, and conservation efforts, while ensuring compliance with the GCLCA and relevant laws and policies. The Program Coordinator facilitates field visits to document land use activities, carries out policy research and strategic planning, and communicates clearly with Gwich'in leadership and communities. Additional responsibilities include writing funding proposals, reporting, and organizing meetings with Elders, harvesters, and other stakeholders.
RESPONSIBILITIES
Assist the Gwich'in Lands and Resources (GLR) with the Development and implementation of the Gwich'in Guardian Program.
Support execution of departmental programs (compliance, capacity-building, environmental monitoring).
Perform reconnaissance in the Gwich'in Settlement Area and Region with other Gwich'in Lands and Resources staff to confirm locations of cabins and land use activities by Gwich'in and non-Gwich'in harvesters.
Provide support for GTC's conservation initiatives as assigned.
Support the GLR in the monitoring of all land use activities within the GSR.
Carry out research on Consultation and Accommodation policies with First Nations across Canada to provide benchmark data/information for development of GTC policy incorporating the principles of Free, Prior and Informed Consent (FPIC) as outlined in the UN Declaration on the Rights of Indigenous Peoples (UN Declaration).
Provides strategic advice and recommendations in the development, review, implementation, and evaluation of Gwich'in strategic initiatives, policies, guidelines, and procedures that guide land and resource management within the GSA.
Provides technical expertise on various pieces of legislation, policies and agreements that may have an impact on the Gwich'in Settlement Area and Region to the Gwich'in Leadership and Participants.
Write funding proposals and work with the Senior Manager to maintain contracts and contribution agreements, including ensuring funding and other narrative reports are completed and submitted on a timely basis and that projects meet the required reporting guidelines outlined in the proposals.
Supports the Senior Manager in preparing lead notes and meeting packages to brief GTC leadership ahead of bilateral and multilateral meetings.
Organize and support community meetings, open houses, or one-on-one discussions with Elders, harvesters, and other land users
Collaborate with GLR Admin staff to coordinate logistics for meetings, travel, and workshops related to land and resource projects
Additional duties as assigned.
QUALIFICATIONS
A Degree or Diploma in Environmental Science, Renewable Resource Planning, Indigenous Governance, or a related field.
A minimum of 2-3 years' related work experience preferred.
Solid understanding of environmental and resource management issues in the Arctic.
Knowledge of the Gwich'in Comprehensive Land Claim Agreement (GCLCA) and related regulatory frameworks.
Demonstrated ability to conduct fieldwork, including identifying land use activities and engaging with land users in remote settings.
Strong research and analytical skills, particularly in policy development, strategic planning, and legislative review.
Experience working with Indigenous communities on collaborative or multi-disciplinary projects is an asset.
Excellent written and verbal communication skills, including the ability to translate complex or technical information for non-technical audiences.
Strong organizational skills and the ability to manage multiple long-term projects with competing deadlines.
Proficient with Microsoft Office and other relevant software for data tracking, reporting, and communication.
Valid Class 5 driver's license.
Willingness to travel within the Gwich'in Settlement Region and occasionally beyond.
