Heritage Family Services is seeking a passionate and dynamic
Program Coordinator - Foster Care & Recruitment
to join our team. In this vital role, you will oversee foster care programming with a focus on recruiting, supporting, and retaining foster families. You'll combine direct care, community engagement, and program leadership to ensure that children and youth in care receive high-quality, culturally responsive services.
This position also ensures compliance with agency policies, licensing standards, and legislative requirements.

Key Responsibilities
Foster Home Recruitment and Engagement
Develop and implement community outreach, events, and marketing strategies to recruit new foster families.
Respond to inquiries and guide prospective foster parents through screening and onboarding.
Collaborate with communications staff on promotional materials and community engagement.
Facilitate pre-service orientations and ongoing training sessions.
Build strong relationships with foster families to support retention.
Program Operations and Youth Care
Create safe, welcoming, and culturally responsive environments for youth in care.
Develop and implement individualized care plans incorporating cultural protocols.
Assume responsibility for overflow caseloads to ensure continuity of care.
Staff Supervision and Development
Supervise, mentor, and evaluate front-line staff.
Oversee onboarding processes for new staff and practicum students.
Conduct regular team meetings and maintain supervision documentation.
Participate in the on-call rotation to provide after-hours support
Administrative and Compliance Duties
Maintain program documentation to licensing and agency standards.
Coordinate intakes, assessments, discharges, and quarterly care plan reviews.
Track foster home licensing status and case progress.
Financial and Operational Oversight
Monitor program budgets and expenditures.
Manage payroll submissions and staff scheduling.
Ensure facilities and vehicles meet operational standards.
Crisis Response and Communication
Participate in on-call rotations and provide crisis intervention support.
Ensure accurate and timely incident reporting and communication with case teams.
Qualifications
Diploma or Degree in Human Services or a related field.
Minimum of two (2) years' experience working with complex needs youth.
Experience in foster care, child welfare, or family services preferred.
Valid driver's license and clean driver's abstract.
Able to pass Child Intervention and Vulnerable Sector Checks.
