About Our Opportunity

If you are searching for a rewarding career opportunity, we have an exciting position for you as a Program Consultant with the Employment Program Support Unit of the Employment Nova Scotia division of LSI.

As a Program Consultant, you work as part of a team and report to the Corporate Strategist. You provide program management and operational support to Employment Nova Scotia (ENS) \xe2\x80\x93 to managers, supervisors, staff, Skills and Learning Branch staff, external stakeholders, and partners. You are a key subject matter expert on Employment Nova Scotia employment program policies and service delivery. You implement related initiatives, program development strategies and plans, including changes initiatives, to ensure program effectiveness and compliance to applicable policies and accountabilities under the Canada-NS Labour Market Development Transfer agreements.

The Program Consultant works collaboratively across the branch to align a continuum of programs, analyzing potential gaps and opportunities for program development or improvement. As the Program Consultant you also perform quality assurance functions for oversight of external service delivery providers and systems funded by the division and for internal service delivery systems.

Primary Accountabilities

As a Program Consultant you will:
  • plan, design, maintain and evaluate funding program policies and procedures for all ENS programs. This includes developing and writing program policies, guidelines and operational processes and tools. Through this work you also ensure programs meet labour market development needs and priorities
  • perform analysis of policy, programs, and delivery process
  • develop recommendations for policy improvements and implement changes
  • provide support to the development and oversight of accountability frameworks that ensure third party public employment services and ENS funding programs are being delivered in accordance with appropriate policy and guidelines and are effectively meeting the needs of the labour market in Nova Scotia; assess program and service delivery practices
  • provide subject matter expertise to others, internal and external, through coaching and training; develop and deliver training related to programs and procedures
  • action program and initiative promotional plans, including maintenance of program promotional materials
  • develop internal and external written & multimedia communications; and
  • undertake horizontal collaboration with a broad range of stakeholders - government departments, jurisdictions, community organizations, and training institutions.
Qualifications and Experience

This may be the right opportunity for you if you have a bachelor\'s degree in a related discipline plus 5 years of related experience or an equivalent combination of training and experience may be considered.

You must have extensive experience participating in, and often managing, various projects and project teams using project management techniques and you have the skills to manage project teams and working groups. You are a strong facilitator and communicator and can work with groups of all sizes to identify workflow structures using workflow analysis techniques and process efficiency tools to monitor and analyze workflows to determine and find ways to improve programs and services for external clients. You have also facilitated various working groups for other aspects including strategic planning and solution development. You can develop and maintain effective working relationships with stakeholders and have experience with conducting various methods of research and analysis to identify, test, validate and recommend program and service changes.

You possess exceptional communication (written and verbal) skills and must have experience developing program policies, guidelines, tools, and related training and communications. You have strong research and analytical skills to assess the impacts and outcomes of programs and services, you can identify areas for improvement, and you can analyze the impact of new programs and services, policies, procedures and systems. You can identify various needs and gaps as applicable and can conduct and complete quality monitoring and program reviews to ensure that programs are being effectively delivered and that projects are being properly managed and that projects are being properly managed.

You can develop recommendations that are provided and presented to senior leadership, including the preparation of program and research reports. You also have strong time and project management skills with an ability to manage competing priorities and concurrent projects. In addition, you are highly organized, use planning techniques, and have a strong proficiency in the Microsoft Office suite of products.

You have worked with and understand the needs of various communities that are part of the labour market (e.g., African Nova Scotians, Persons Living with Disabilities, Youth, Older Workers, Indigenous, Francophone, Newcomers and Immigrants) and the challenges they face in achieving full labour market integration.

Experience administering or overseeing labour market development programs is a significant asset in this role.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Additional Information

Department specific flexible working schedules, to support your life at and outside work. This position can be based in Yarmouth, Digby, Bridgewater, Kentville, Halifax, Dartmouth, Truro, New Glascow, or Sydney. Flexible Work Arrangements are available and travel throughout the province will be required periodically.

Salary Range: $2,543.38 - $3,091.70 Bi-Weekly
