Oifis Iomairtean na G\xc3\xa0idhlig | The Office of Gaelic Affairs (the Office) works to tell the story of Nova Scotia Gaels through an equity lens and supports the reclamation and renewal of Gaelic language, culture and identity in the Province of Nova Scotia, assisting in the building of capacity in Gaelic communities in an effort to enhance social and economic contributions.

The Office co-creates and facilitates learning, awareness and cultural proficiency and sensitivity programs that build greater appreciation and understanding of Gaelic language, culture and identity, and provides expertise, resources and support to strengthen partnerships with Gaelic community groups and individuals, government departments and agencies, and international partners in other Gaelic regions.

About Our Opportunity

Reporting to the Executive Director of the Office, The Manaidsear is F\xc3\xacor-E\xc3\xb2laiche Phr\xc3\xb3graman | Program Specialist and Manager\'s responsibilities are to work to build partnerships and strong relationships withorganizations, institutions and individuals in the Gaelic community within the Province of Nova Scotia and with international Gaelic partners. You will provide support, direction, planning tools and advice to groups, facilitating workshops, leading information sharing sessions and delivering presentations to build community capacity, promoting opportunities for community members and groups by providing information and advice regarding relevant government programs and services.

Additionally you will manage the Office\'s funding programs, such as Gaelic Language and Culture in Community (GLIC) and Gaelic Youth and Cultural Activities (Support4Culture), promotion of programs, monitoring budgets, intake and evaluation of funding submissions, the creation of Ministerial approval funding packages and communicating funding decisions with stakeholders, including obtaining final reports. You will also manage the Gaelic Community Outreach and Engagement Officer (GCOEO) position and to support the delivery of Gaelic language and cultural mentoring programs managed by the GCOEO.

You will support the ethnocultural expression of Nova Scotia Gaels through their Gaelic language on culture in the broader Government of Nova Scotia framework of Diversity and Inclusion, providing an ethnocultural lens for the creation of departmental and government programs, services and policy. This includes being a partner and liaising across the divisions of CCTH and across government departments, advising and on policy and initiatives, as well as with key Provincial boards and committees such as the Creative Leadership Council of Nova Scotia (CLCNS), CCTH\'s Diversity and Leadership Committee; the Department of Education and Early Childhood Development, Department of Labour, Skills and Immigration; the Department of Public Works Department of Intergovernmental Affairs, the Office of L\'nu Affairs, the Office of Immigration. You will promote Gaelic language and cultural community and assets via working in partnership with Communications Nova Scotia, Government\'s Corporate Learning and Development Calendar, the HUB employee network.

Primary Accountabilities

Provide independent, specialized professional expertise for the administration, management and delivery of Office and Department of CCTH programs.

Administer and supervise the mediation of complaints in accordance with office and departmental policies and corresponding government legislation.

Conduct needs analysis and leads and/or responds to complex concerns from Gaelic community members and groups concerning programming and initiatives.

Plan, develop, evaluate, promote, and monitor new innovative, initiatives that incorporate equity, diversity and inclusion while using current and emerging technology.

Analyze and provide program recommendations through reports and share advice to the Executive Director. Develops program plans, updates program(s) and provides program evaluation while providing management, communications, and implementation of programs and initiatives.

Advise and mediate complaints, responds to and may be involved with investigations (inspects and monitors programs enforcement which may include direction communication with Gaelic community members and groups and site visits).

Identify needs and respond to questions and concerns from Gaelic community members and groups and program organizers and participants.

Support senior colleagues in the development of internal and external communications to Gaelic community members and groups.

Monitor budgets and forecasts through timely and effective coordination and analysis of operating expenditures to produce financial reports.

Manage day-to-day relationships with internal and external clients, contract service providers, and Office and Department of CCTH colleagues while working within an established management plan.

Qualifications and Experience

To be successful in this role, you will have a Bachelor\'s Degree in one of the following: Arts, Public Administration, Business or other relevant post-secondary field of study. In addition to education, you must possess at least 5years of related experience. Such experience should include direct experience working with and awareness of issues affecting the Gaelic Nova Scotia Community. An equivalent combination of training and experience may be considered.

The candidate will also have experience in administering programs, conducting research, and engaging with various groups to assist with the implementation of programs, projects or services.

- A high level of Gaelic language proficiency
- Cultural knowledge based in Gaelic Nova Scotia or a commitment to achieving high levels of competency in this area

Working Conditions

Normal work week is 35 hours/week, 7 hours/day

May be required to work overtime on occasion

This position requires flexibility, including working from the Antigonish area which will be discussed with the successful candidate.

Additional Information

This is a TERM employment opportunity with anticipated end date of August 2025. The appointment status(\'term\', \'temporary\' or \'casual\') is dependent on the start date of the successful candidate.

Pay Grade: PR 13

Salary Range: $2,543.38 - $3,091.70 Bi-Weekly
