Position Purpose:



The Procurement team is a global leader among public sector entities in the formulation, planning and delivery of procurement services for complex capital and non-capital mandates. We work hand-in-hand with other shared service, project delivery and strategic functions within Infrastructure Ontario (IO) to advance procurement strategies and execute solutions. Our focus is to ensure value for Ontario taxpayers by responding to market developments and stakeholder priorities with a commitment to strategic, process and creative excellence.



The Procurement Specialist role is an exciting opportunity to utilize a combination of Public procurement, strategy, analysis, commercial acumen and technical knowledge as we continue to increase the strategic focus of the procurement team as a value adding partner.



What You Will Do:



Execute the end-to-end procurement process for IO and act as an advisor to IO business units and external government clients by providing guidance and advice on procurement approaches and processes. Lead the development, drafting, and management of comprehensive procurement documentation, including RFXs, addenda, evaluation frameworks, and contract award, ensuring alignment with applicable legislative and policy requirements. Coordinate and administer single and multi-stage procurement evaluation processes, ensuring adherence to established governance structures, fairness principles, and public-sector procurement obligations, while supporting defensible, transparent, and auditable decision-making. Contribute to the development, implementation and continuous improvement of IO's procurement framework, standards and processes. Contribute to the development of standard operating procedures and guidance materials and support knowledge-sharing across the team.

What We Are Looking For:



Several years of relevant experience gained within a public-sector procuring authority or the private sector, including consulting or advisory services, with a strong emphasis on large capital project procurements. Demonstrated ability to rapidly assess business requirements and exercise sound professional judgment in delivering timely, practical, and risk-informed procurement advice. Proven ability to work effectively at all levels of the organization and clearly communicate complex procurement matters to business units and stakeholders. Post-secondary degree in business administration/commerce, law, engineering, architecture, construction, economics, or social sciences. Experience in RFx development and procurement processes, including a solid understanding of scope development and supporting documentation. Excellent organizational skills and strong attention to detail, with the ability to manage multiple procurements concurrently at various stages of the procurement cycle while consistently meeting tight timelines and quality standards.

We offer a competitive hiring range of?$87,900 to $118,900 (P4?level), pay will align with skills, knowledge and experience of the candidate.
