Job Description


Our client, One of North America\'s most admired and celebrated Arts & Cultural institutions is looking for a Procurement Manager to join their Toronto Operation to manage, organize, and plan the procurement function throughout the organization in accordance with the purchasing policies and governing directives.

Responsibilities:
- Directs the procurement and purchasing program including the design, development, evaluation, and execution of all Requests for Proposals and Quotations.
- Leads procurement processes that are open, fair, and transparent to all vendors.
- Subject matter expert with respect to purchasing and procurement. Assesses the impact of any changes in legislation or legal case precedents and makes appropriate policy or contract adjustments to ensure compliance.
- Ensures that \xe2\x80\x9cbest practices\xe2\x80\x9d are adhered to within the department and updates workflow processes, task manuals, and templates in order to provide consistent, effective service to the organization.
- Communicates information, responds to inquiries, resolves issues, and approves processing adjustments as required.
- Reviews and assesses non-competitive procurement requests in accordance with policy and provincial directives.
- Continually updates purchasing policies and procedures, ensuring that up-to-date procurement methodologies and best practices are used.
- Manages timelines for Purchasing cut-off procedures at year-end.
- Ensures month-end and year-end reports are produced as applicable

RELEVANT QUALIFICATIONS, SKILLS AND EXPERIENCES:

- Degree/diploma in Business Administration or similar, or equivalent experience.
- Minimum of five years\' experience (2+ to be in a management role) in purchasing
- Experience in strategic procurement and in preparing Requests for Quotations, Requests for Proposals, etc.
- Comprehensive understanding of public purchasing principles and legal matters related to procurement and contracting.
- Experience with contract management and vendor negotiations.
- Negotiation, analytical, conflict resolution, problem solving, and project management skills.
