The City of Orillia is less than 90 minutes from the Greater Toronto Area. The City of Orillia is currently seeking a highly motivated individual to fill the position of

Procurement, Insurance and Development Finance Analyst.





Reporting to the Manager of Procurement, Insurance and Development Finance, the Procurement, Insurance and Development Finance Analyst is responsible for assisting in facilitating and executing all activities related to procurement, insurance, and development finance. This position, through strong teamwork, collaboration and analysis is fundamental in supporting the City in achieving related goals, strategy and ensuring legislative compliance.





Candidates must possess a two-year post-secondary diploma in a related field and a minimum of two years of related work experience. Municipal government experience is an asset. The position requires proficiency in MS Office applications, purchasing systems and exposure to Great Plains accounting software is an asset. A general understanding of financial planning and basic accounting principles would be beneficial.





The City of Orillia offers a competitive salary, a comprehensive benefits package, and registration with the OMERS pension plan. The salary for this position is $68,087 to $79,692 based on a 35-hour work week.

Position Synopsis and Purpose



Reporting to the Manager of Procurement, Insurance and Development Finance, the Procurement, Insurance and Development Finance Analyst is responsible for assisting in facilitating and executing all activities related to procurement, insurance, and development finance. This position, through strong teamwork, collaboration and analysis is fundamental in supporting the City in achieving related goals, strategy and ensuring legislative compliance.

Analyze spend and monitor market trends to identify opportunities to increase best value through strategic sourcing, cooperatives, etc. Facilitate the procurement of goods, services, and construction, or in the case of department led initiatives, provide consultation and support to all stages of procurement, from planning and initiation, to after contract award, including but not limited to market research, lease vs. buy decision assistance, procurement designing, sourcing, bid processes, evaluations, award and contracting, order fulfillment, dispute mediation, etc. Administer and coordinate purchasing related documentation and processes, such as bids and tenders, purchase orders, PCard administration, contracts, venders of record, agreements, vendor performance program etc. Monitor and offer recommendations to internal clients regarding the insurance requirements on City Agreements. Analyze incidents, near misses, and other relevant risk data to investigate, identify and make recommendations to mitigate insurance risk. Review coverage levels, deductibles, and related premiums with Manager prior to City insurance renewal to ensure adequate coverage. Coordinate the City's response to all property and liability claims by utilizing staff and private adjusters, legal services and the City's insurer. Assist in the Development Charge (DC) Background Study related to the coordination of inventories, forecasts, reserve balances, debt, etc. Provide internal/external support and analytical assistance related DC pricing, exemptions, incentives, modeling frontend financial, agreements, council report financial details, etc. Monitor and track DC agreements and related development deposits, securities, payment arrangements and administers related adjustments.

Assist with the research, development and implementation of policies, processes, and systems to facilitate optimal practices. Provide training, support, and guidance to internal clients on policy, protocols, legislation, compliance, information systems, etc. as applicable. Develop and maintain a comprehensive procurement resource center (self-service) on the internal electronic data records management system. Other duties as assigned in accordance with corporate objectives and special projects as needed.

In addition, all necessary personal protective equipment must be used and maintained in good condition.

Collaborate with City Divisions and Departments to develop an annual procurement plan to assess City priorities and timing. Investigate continuous improvement ideas that may be adopted and develop business cases and implementation plans. Prepare and manage procurement solicitation evaluation meetings.

Minimum Qualifications


Education (degree/diploma/certifications)




Two-year post-secondary education diploma in a related field, i.e., business administration or equivalent.


Experience




Minimum of two years of related work experience.


Knowledge/Skills/Ability




Proficient with MS Office applications, including Word, Excel and PowerPoint. Exposure to Great Plains accounting software is an asset. A general understanding of financial planning and basic accounting principles would be beneficial. Solid judgement and tact in dealing with sensitive information or situations. Presentation, report writing, budgeting and work management skills with the ability to work effectively in a collaborative setting. Superior written and oral communications skills, including the ability to research, gather and interpret technical information to create an end product that can be understood by a variety of audiences. Ability to exercise a high level of independence with excellent organizational and time management skills to handle competing priorities. Strong interpersonal skills and ability to work in a team environment.


Physical Demands




Sitting, standing, or walking. Work is conducted in a standard office environment with continual visual concentration required. Occasional site visits requiring personal protective equipment in all weather.


Position Requirements




Valid Class 'G' Ontario Driver's License and access to a reliable vehicle. A current and acceptable Criminal Record Check is required prior to the commencement date. Attendance at meetings, seminars and conferences as required. Attendance at meetings after hours may be required. Must have a high-speed internet connection and a proper workstation at a home location.
